SUMMARY

The PASP Division leads on the political aspects of NATO’s core tasks and is the International Staff’s hub for partnerships. Within PASP, the Russia Policy Coordination Section is responsible for the development and the implementation of political guidance related to NATO policies toward Russia.

The incumbent acts within the overall competence of PASP and in accordance with NATO-wide standards as well as with PASP Standing Operating Procedures. S/He helps develop, and is responsible for the implementation of political guidance related to NATO’s policy towards Russia.

The incumbent reports to the Director for Partnerships and Global Affairs and is responsible for Russia policy. They provide political advice on NATO’s policy toward Russia and organises and leads the work of the Section.

They manage staff under their supervision in accordance with the principles of team-work, transparency, and delegation of authority. They engage with country representatives, NATO staff, and representatives of other international organisations and NGOs.

Key challenges facing the successful candidate for the first three-five years will include

  1. Managing the Russia Policy Coordination team on a busy set of files using sound management principles;
  2. Taking account of the evolving security situation in the Euro-Atlantic area in the framework of NATO’s policy towards Russia;
  3. Providing oversight for the policy work on Russia.

QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • possess a university degree or equivalent qualification, preferably in the field of political science, public or international relations or another relevant discipline;
  • have at least 10 years of relevant professional experience;
  • have proven experience in managing and leading a diverse team, both onsite and remotely;
  • demonstrate a strong understanding of security issues in the Euro-Atlantic area;
  • have experience in programme/project management;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other, with the demonstrated capacity to draft clearly, concisely and rapidly in one of the official languages;
  • be ready to travel and work outside of normal office hours.

DESIRABLE

The following would be considered an advantage:

  • working knowledge of Russian language;
  • experience of work dealing with Russia;
  • diplomatic experience in the foreign service of a member country or in an international organisation;
  • strong analytical skills;
  • strong presentational skills.

MAIN ACCOUNTABILITIES

Policy Development

Support relevant policy development work in North Atlantic Council (NAC), and the respective subordinate committees, in preparation for key meetings and related discussions and decisions. Assist senior NATO officials in developing relevant policy points and documents. Ensure that political contacts and cooperation activities are consistent with and support NAC decisions. Provide advice to Allied and Partner representatives on policy questions related to Russia.

Project Management

Facilitate Allied work on Russia policy. Oversee and support the development and implementation of specific programmes and projects related to Russia policy work, help politically inform the work of other teams in NATO International Staff working on partnership issues, assign related activities to Country Officers and guide their progress.

Stakeholder Management

Support the Alliance’s initiatives by collaborating with allied and partner officials. Prepare, support, and chair – if/when appropriate – meetings of the Partnership and Cooperative Security Committee, the Political Committee, and relevant task forces. Oversee and guide the work of Staff Officers within the Section. Assist in the organisation, preparation and follow-up of meetings and official visits involving senior NATO officials. Liaise with managers and/or senior staff across NATO and with partner missions. Liaise with other international organisations at equivalent level, as well as NGOs as necessary. Promote team spirit, transparency, flexibility and collegiality and ensure full cooperation and transparency within and between sections.
