The position is under the NPA Department for Development and Humanitarian Cooperation (DHC). We work in partnership with local organisations to strengthen their capacity and fight for a more equitable distribution of power and resources in their communities. NPA DHC has more than 20 ongoing programmes in Africa, Asia, Latin America, and the Middle East.

Location: Palestine, temporarily located in Amman, Jordan until access is assessed and secured.

Requirements:
- 3- 5 years of senior management experience from INGO/UN and high-risk settings
- Previous deployments to Gaza post 7th October 2023
- Demonstrated knowledge of UN and other standard INGO security frameworks
- Both Political analytic and operational experience in health and safety management
- Track record in creating solid networks for information sharing
- Proven experience in delivering field-based training
- Must be able to demonstrate strong writing, reporting, and situational analysis skills
We consider it an advantage if you also have:
- Working experience, knowledge and understanding of the cultural and political context in the Middle East and Palestine specifically
- Written and verbal knowledge of Arabic
- Familiarity with current ASU and movement notification systems
- Experience in the start-up of a humanitarian NGO operation
We are looking for a value-based Security Manager who is highly resilient, can cope under constant pressure, and is flexible toward changing responsibilities. Additionally, you manage to work independently and proactively with minimum supervision and can assess, plan, structure, and manage multiple activities. You are culturally sensitive, with good communication and interpersonal skills.
Responsibilities:
- Responsible for strategically developing and implementing a security culture in the NPA Palestine programme
- Implement country-specific security management procedures in accordance with the NPA global security framework for NPA Palestine
- Review country-specific security management procedures regularly and adapt them according to the realities on the ground
- Conduct security risk assessment to ensure appropriate security management procedures are implemented
- Monitor and ensure compliance with programme security management procedures in the country
- Conduct regular visits to existing and future NPA offices and field locations to assess security and safety conditions
- Liaise with external providers regarding security support and training (i.e. HEAT) as needed
- Liaise with government authorities and UN entities at different levels
- Closely collaborate with the programme team, country director and support team on providing contextual and operational analysis
- Conduct security training for programme staff in accordance with the NPA global security training requirements.
