Under the overall guidance of the Programme Area Manager, EMO, and the direct supervision of the Technical Officer (Essential Health Services and Systems), the incumbent is assigned the following duties:
Provide technical support to the country-level operations for protracted and on-going emergencies, in line with established technical standards (e.g. Sphere), best practices, protocols and guidelines (e.g. IASC).
Liaise with technical departments across the Organization and support a selected number of country offices on issues related to the response to emergencies.
Support the development of humanitarian response plans, by reviewing these plans to ensure their coherence and consistency with global and regional policies for WHO emergency operations.
Assist in reviewing country project proposals for emergency response operations, in coordination with the other WHE staff and the Partnerships team to ensure overall regional coherence, review progress and follow up on donor reports.
Support the efficient flow of partner contributions in support of country response operations with particular attention to carrying out assessments, monitoring, information-sharing and reporting.
Support capacity-building by delivering training activities and exercises to strengthen operational capacities of WHO and partners;
Contribute to development of global policies, technical standards, guidelines and Standard Operating Procedures (SOPs), and their application at the regional level, ensuring the adherence to interagency policies.
Undertake country-level support missions, make recommendations on related priorities and issues and capture lessons learned.
Provide regular updates and reports to senior management on key developments, challenges, operational implications, and propose recommendations for all Grade 3 and Grade 2 (infectious) emergencies for which the staff member is the focal point; contribute to the development of briefings for senior staff and to the development of communications products.
Participate in the WHE Emergency Support Team for acute emergencies, in support to Country Offices, as needed; deploy immediately to acute emergencies, as requested.
Contribute to the development and review of information products and briefings, donor-related briefs and reports, and other communication materials, to enhance WHO and WHE visibility at time of emergencies.Perform all other related duties as assigned, including replacing and backstopping for others as required.

- University degree in medicine, public health or health related discipline.
Experience:

- At least five years’ experience in health emergency response, health response support, public health needs assessments, risk analysis or early recovery.
Skills:
- Technical knowledge, and operational skills, including early recovery/transition, combined with knowledge of UN, interagency humanitarian systems and processes. Strong presentation and writing skills.
