BACKGROUND

Purpose of Activity/Assignment:

The main purpose of the assignment is to implement UNICEF’s strategy on climate resilient environmentally sustainable Primary Health Care (PHC) infrastructure including solarization of PHCs. PHC is a major part of the 2022-2025 strategic plan, ensuring all children survive and thrive with access to quality primary health care. Health facility solar electrification (HSFE) provides health facilities with sustainable electricity, enabling them to perform both routine and lifesaving health services for hard-to-reach children and communities. HFSE is a growing priority, and a critical step for strengthening Primary Health Care (PHC) to achieve the SDGs.

UNICEF is piloting inclusion of HFSE within CCEOP platform of GAVI with focus on four countries and electrification of 600-1000 PHCs as part of the pilot initiative. Therefore, UNICEF seeks to engage a qualified HFSE Impact Coordinator to determine the impact and outcomes of Health Facility Solar Electrification (HFSE) programs in pilot countries of GAVI project.

UNICEF in support with GAVI is implementing solar projects in 4 countries: Ethiopia, Pakistan, Uganda, and Zambia. Some of the countries expressed demand on grounds of absence of grid electricity while others envisage solarization as means to reduce the carbon footprint by reducing dependency on grid and diesel generators.

The assignment for a HFSE-CCEOP Consultant at UNICEF HQ is to facilitate key stakeholder and GAVI Secretariat discussions for continuous project tracking, documenting, and monitoring. Further, the HFSE-CCEOP Consultant is responsible for monitoring and evaluating the impact of the project, analyzing key impact indicators, and consolidating reports for global and country stakeholders. The role will develop supporting evidence to help steer the future direction of Gavi strategies for HFSE initiatives.

Scope of Work:

Workstream 1: Tracking HFSE-CCEOP Learning Agenda (Max. LoE: 25%)

Deliverables and Activities:

• Convening HFSE-CCEOP Learning Agenda Steering Committee (SteerCo) and follow up action points: Facilitate SteerCo meetings across 3 partner organisations (Gavi, UNICEF, WHO), including the development of the agenda, minutes, and guidance for the operational working group.
• Updating Gavi Secretariat on core HFSE and HCWM initiatives: Organize internally within Gavi Secretariat on core HFSE and HCWM activities, with monthly and quarterly progress briefs to senior leadership and senior country managers.

Workstream 2: Monitoring & Evaluation Reporting for HFSE-CCEOP Learning Agenda (Max. LoE: 25%)

Deliverables and Activities:

• Baseline report on impact indicators: Aggregate and consolidate impact indicator data across 4 countries in HFSE-CCEOP Learning Agenda at baseline of Learning Agenda implementation. Develop report outline, analysis, and processes for review. Consolidate country and technical feedback for final baseline report.
• Endline report on impact indicators: Aggregate and consolidate impact indicator data from baseline and endline into final endline report. Consolidate country and technical feedback for final report. Develop dissemination plan for global and country partners.

Workstream 3: Documentation for Gavi 6.0/ HFSE-CCEOP Learning Agenda (Max. LoE: 40%)

Deliverables and Activities:

• HFSE-CCEOP Learning Agenda Report: Capture key learnings from HFSE-CCEOP Learning Agenda and other stakeholders /donors and develop draft, interim, and final reports to inform Gavi 6.0 and broader Gavi initiatives.
• HFSE Technical Guide: Develop technical guidance document to inform countries on implementing HFSE programmes. Link to existing resources, such as the Gavi CCEOP Tech Guide.

Workstream 4: HFSE-CCEOP Ecosystem Analysis in Pakistan (Max. LoE: 10%)

Deliverables and Activities:

• Conduct primary research in Pakistan [in person or remote]: Develop discussion guide and conduct interviews with key government and other in-country stakeholders for learnings on HFSE enabling environment and implementation.
• Develop Pakistan Ecosystem Analysis Report: Consolidate learnings from primary research supported by desk research in final report, including recommendations, for HFSE implementation and long-term operations and maintenance.

Terms of Reference / Key Deliverables:

1. Minutes of quarterly SteerCo meetings & quarterly action plan developed. – By 30 December 2025
2. Quarterly Gavi progress reports on HFSE-CCEOP Learning Agenda presented. – By 30 December 2025.
3. Baseline report on impact indicators developed. – By 30 January 2025.
4. Final report on impact indicators developed and presented. – By 30 December 2025
5. HFSE-CCEOP Learning Agenda Final Report for Gavi prepared. – By 30 December 2025.
6. HFSE Technical Guide presented. – By 30 December 2025.
7. Primary research report in Pakistan developed. – By 1 April 2025.
8. Pakistan Ecosystem Analysis Report presented. – By 1 April 2025

Qualifications

Education:

Master’s Degree in either of the following: Business Management, Public Health, Engineering, Research and Evaluation, and other relevant disciplines.

Experience:

1. At least 5 years’ relevant experience on coordination, project management, impact evaluation
2. Knowledge and experience with impact evaluation, monitoring and evaluation studies over multi-year projects.
3. Expertise in immunization and solarization programs and both country and regional levels
4. Expertise coordinating and communicating recommendations across diverse stakeholder audience.
5. Proven experience in working with international stakeholders and planning and coordination at senior leadership levels.

Competencies/Knowledge:

1. Strong project management and coordination skills
2. Strong communication skills in English (spoken and written).
3. Proven ability to work effectively in cross-cultural and multi-cultural settings and teams, and to deliver high-quality results within expected time frames.
4. Proficiency in spoken and written English is necessary. Knowledge of another UN languages is an asset.

Requirements:

  • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability.
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
