Chemonics International seeks interested and qualified individuals for the Health Financing Director role for several anticipated USAID-funded Resilient Health Systems Projects in the Democratic Republic of the Congo. USAID/Democratic Republic of the Congo’s Health Office is planning a suite of awards covering integrated health programming for 2025-2030 across numerous mechanisms, which will incorporate funding from maternal and child health, family planning, malaria, immunization, tuberculosis, global health security, and nutrition.

These positions will be based in Kinshasa, Democratic Republic of the Congo. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon the contract’s future award to Chemonics International.

Responsibilities:

  • Provide leadership, oversight, management, and overall coordination of the allocation of sustainable public financing to the health sector through new revenue sources, focused on equitable health outcomes in coordination with the senior management team;
  • Assess areas and magnitude of potential efficiency gains from existing health system resources and increased public-private collaboration through qualitative and quantitative methods in coordination with the senior management team;
  • Analyze the economic and financing implications of implementing enhanced health systems, economic incentives, and increasing access to and improving quality of integrated health services;
  • Support the institutionalization of an explicit and transparent national health sector priority-setting process to guide the efficient and equitable allocation of resources and the development and implementation of critical management systems that will support project planning, reporting, and performance management;
  • Contribute to all technical writing products and deliverables, including the annual work plan, performance monitoring reports, and other project deliverables as necessary to implement health financing specific activities;
  • Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
  • Identify challenges, obstacles, and difficulties affecting program implementation, develop strategies to solve those problems, and work with the senior management team and program staff as needed to implement those strategies; and
  • Performs other duties and responsibilities as required.

Qualifications:

  • Advanced degree in health economics, health finance, public health, health systems, or related field preferred; bachelor’s degree with an additional five years of experience is an acceptable substitute;
  • At least five years of demonstrated experience in the management of integrated health program financing across numerous mechanisms including, but not limited to, maternal and child health, family planning, malaria, immunization, tuberculosis, global health security, and nutrition at the national, provincial, and community levels in the Democratic Republic of the Congo or other francophone African countries;
  • Expertise in health finance research, economic analysis, cost-effectiveness analysis, return on investment analysis, quantitative analysis, statistical/econometric analysis, and/or other relevant methodologies;
  • Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, donor agencies, and international organizations;
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Ability to perform at a senior management level, including managing staff in a matrixed system with a focus on adaptive management;
  • Demonstrated experience leading and professionally developing diverse teams;
  • Excellent communication, presentation, and writing skills in both English and French required; and
  • Ability to live and work in Kinshasa, Democratic Republic of the Congo, with travel to the provinces as required.
