The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs). In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods, and the private sector response; and civil society and maintenance of the social fabric. The war in Ukraine has already resulted in significant loss of life; unprecedented displacement, internally and towards neighboring countries; and devastating destruction of infrastructure. Eighteen years of socioeconomic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible. UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs. To support green recovery of Mykolaiv City and Oblast through new employment opportunities, restored and enhanced public and security services and inclusive and transparent local governance, UNDP – with generous support from the Government of Denmark – has launched the “Mykolaiv Recovered” project. The project interventions are grouped under the following outcomes: 
  • Government at all levels continues to function effectively, with reinforced capacities to lead crisis response, sustain public service provision, and coordinate delivery of assistance and recovery efforts that leave no one behind.
  • Ukraine’s high human capital, productive capacities, and natural resources are leveraged to meet the immediate humanitarian needs of diverse groups and strengthen social and economic recovery. 
  • Ukrainian institutions and civil society have the capacity and resources to maintain and strengthen the social fabric, uphold human rights for all people, and ensure the inclusion, protection, and empowerment of all, including population groups with intersecting and multiple vulnerabilities. 

In this context, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Health Governance Analyst, who will provide capacity development support and technical assistance on Health care system to regional and local authorities, and hromadas of conflict affected regions.


 
Duties and Responsibilities

 
  • Facilitate technical advisory support to local authorities and communities.

Provide expert and technical advisory support to local authorities and communities in the development and implementation of the strategy of health through informational, educational and capacity development activities for regional and local authorities, staff of the hospitals and population, develop and conduct the health reform implementation plan on the regional level of conflict affected regions; 

  • Ensure accurate analysis and disaggregation of data.

Collect and analyze the official annual data, disaggregated by sex, on Non-Communicable Diseases (NCDs), Communicable Diseases (tuberculosis, HIV/AIDS, etc.) for adopting the implementation plan, provide expert supporting of implementation infection control programme in hospitals, infection laboratories and primary health care level; conduct workshops and trainings on infection control in collective centers, shelters for internally displaced persons (IDPs) and hospitals;

  • Ensure advisory support.

Provide analytical advisory support to communities in the implementation of the health programmes in rehabilitation and palliative care, using best international practices in the conflict affected regions;

  • Organize and facilitate workshops on gender-responsive good governance, budgeting and financial planning.

Conduct workshops on gender-responsive good governance, budgeting and financial planning of local health care expenditure for local authorities/doctors in profile departments, provide and conduct the training, seminar, webinar using the international best practices and guidelines for the local authorities, doctors, health care managers, paramedics, students at medical colleges/ universities, nurses; 

  • Contributes to networking and partnership building focusing on achievement of the following result. 

Contribute to develop the professional platform for networking and partnership building with national and regional authorities, Civil Society Organizations (CSOs), private sector and international development organizations or projects and prepare reports, memoranda, briefs, DocuSign Envelope ID: E96B44FA-ABDE-409A-8416-C80BE14D8193 3 presentations and other materials related to health policy and reform; ensure the development of cross-project linkages with other relevant UN projects and programmes and other stakeholders’ projects in order to create synergies; 

  • Ensure knowledge building with best practices focusing on achievement of the following result. 

Provide the best practice point in hospital clusters and share their experience for other clusters in other region and provide a clear interaction of authorities of territorial communities (hromad) with authorities of hospital clusters. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise and use the principles of gender-responsive communications in line with the UNDP corporate standards and support the promotion of team culture and zero tolerance to any sexual misconduct in the team through leadership and personal example. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 

 

Institutional Arrangement 

Health Governance Analyst will work under the direct supervision of the Programme Coordinator of the Local Governance and Decentralization Reform (LGDR) Component.

Required Skills and Experience

 
Education:
  • Advanced university degree (Masters’ degree or equivalent) in Management, Medicine Sciences, Public Health, Social Science, or related field is required, or 
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience in the field of public health, social policy or local governance. 

Desirable experience:

  • Experience in reform (preferably health sector), advisory and advocacy services, and capacity development would be considered an advantage.
  • Work experience with international agencies, including UN, national governmental institutions, civil society organizations will be considered an advantage. 
  • Experience of cooperation with national and local authorities, communities, educational and healthcare institutions will be an asset. 
  • Experience in delivering trainings, workshops, seminars will be an asset.
Required skills:
  • Planning and organizing, self-management, communication, problem solving and teamwork.

Desired skills in addition to the competencies covered in the Competencies section:

  • Working with Evidence and Data – Ability to analyze necessary data and statistical information, informing conclusions and supporting decision-making will be an asset. 
  • Gender Mainstreaming – Knowledge of gender issues and the ability to apply to strategic and/or practical situations, including analysis and implementation of projects from a gender perspective is an asset.
Required Language(s):
  • Fluency in English is required. Fluency in Ukrainian is required for local staff.
