Purpose:

Conduct a short-term Contract Mechanism Expert consultancy on Project HOPE’s behalf in Nigeria for the USAID Health Information Systems and Digitization Activity. The consultant will provide compliance expertise, strategy design, and budgeting (cost and pricing) services to develop a comprehensive proposal by the USAID submission deadline. The period of performance is from September 1, 2024 for 1 month.

Duration and Location:

This is a remote assignment with a maximum of 10 full days of engagement with possibility of extension.

Overview:

Project HOPE is exploring business opportunities in Nigeria to grow our presence and our activities in the country. In line with our global strategy, we are developing a proposal application for USAID/Nigeria’s Health Information Systems and Digitization Activity notice of funding opportunity.

Specific Activities:

  1. The consultant will provide analysis on the compliance elements of the required by the NOFO
  2. Lead on the budgeting, costing, and pricing of the proposal and work closely with the proposal manager to identify needed input from consortium partners.
  3. Work collaboratively with the Business Development team and regional program team to provide input.
  4. Provide the main budget components of Project HOPE’s proposal submission.
  5. Coordinate inputs from subject matter experts and consortium partners to prepare material for the proposal, including interviewing technical experts.
  6. Deliver and finalize draft budget components according to the agreed schedule. The proposal components that the consultant will be responsible for completing include the following:
  • I: Budget Narrative
  • II: Detailed Budget
  • SF424 Forms
  • The consultant will also provide input on the management and staffing plans.
  1. Submit first draft to review team.
  2. Compile input from review team on the first draft in a two to three-day time period.
  3. Submit second draft to review team.
  4. Compile input from review team on the second draft in a two to three-day time period.
  5. Submit third draft to review team.
  6. Compile input from review team on third draft and send to Business Development Manager as well as regional team for final review and editing.
  7. Attend proposal development meetings/workshops and partner meetings as requested.
  8. Work with proposal development team on deliverables.
  9. Other duties as assigned.

Requirements:

  1. Bachelor’s Degree in relevant field + 15 years of relevant experience, or master’s degree in relevant field + 10 years of relevant experience, or PhD in relevant field + 7 years of relevant experience
  2. Knowledge of USAID contract mechanism budgeting, costing, and pricing required
  3. Experience leading on the development of winning USAID Contract Mechanisms in the field of international development, with preference given to one or more of the following in Health information systems, digital health, etc.
  4. Strong budgeting, costing, and pricing skills
  5. Ability to work autonomously and in team environment under critical deadline pressures
  6. High level of proficiency in MS Office applications
  7. Strong organizational skills that demonstrate a high level of accuracy and attention to detail
  8. Budgeting sample may be required
