About the role: This is a 12-month role with unaccompanied terms based in Geneina, West Darfur of Sudan with a salary of €41,108 to €45,676, or Grade 3.

As this is an emergency setting, R&R is on an eight week cycle, and living conditions and accommodation provided are basic.

Your purpose: Concern, in consortium with Solidarités International and TGH, are initiating a new ECHO-funded health and nutrition emergency response mechanism (ERM) in West Darfur. The Programme Manager will set up, manage and coordinate the ERM project, ensuring alignment with the consortium strategy; with focus on implementation of all nutrition, health by providing strategic leadership, direction and overall coordination of the implementation in areas covered by the Consortium.

You will report to the Area Coordinator of West Darfur and will work closely with the Programme Director, Health & Nutrition Advisers, Grants Manager, System Director, Country Financial Control and other health and nutrition programme staff.

We would like you to start in May 2024.

Programme Development, Design & Leadership

  • Provide strategic leadership and direction in Concern West Darfur in relation to the running of the ECHO ERM programme.
  • Retain oversight and co-ordinate the nutrition & health team, ensuring all ongoing activities are closely coordinated, and taking pro-active responsibility for developing an integrated analysis and response to the situation.
  • Coordinate and manage the emergency response mechanism
  • Ensure the emergency nutrition & health programme produces all statistical and general reporting required and builds increasing predictive data systems appropriately timed surveys etc.
  • Lead Concern’s ERM nutrition & health programme team and work collaboratively with Ministry of Health (MoH) in developing and implementing a sound plan and set up for nutrition & health.
  • Act as the focal point within Concern, the consortium coordination and MoH.
  • Ensure that Concern’s nutrition & health programme and its work with the MoH incorporate emergency preparedness and readiness.
  • Ensure consistency in understanding of the project log frame, monitoring, funding and reporting requirements for the ERM Project.
  • Lead the implementation and adherence to the work plans and ensure the project responds to changing conditions and operating environments;
  • Work closely with the Concern Health & Nutrition Advisor, to ensure a comprehensive integrated approach to meet the program objectives
  • Coordinate the development and implementation of the project’s operational procedures, adapting the technical resources and tools as needed in line with the local context.
  • Responsible for monthly and quarterly project reporting, including progress on indicators and objectives reported internally and by local partners and for ensuring consolidation of Sudan reporting team and donor’s requirements.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance.

Representation, Advocacy & Research:

  • Represent Concern at external nutrition and health coordination meetings, working with other actors to ensure maximum impact of the programme. This will involve influencing and negotiating with MoH and other agencies/ actors, including sharing experiences with agencies.
  • Represent the ERNE project at conferences, working groups, and meetings and maintain positive relationships with implementing partners, local authorities, and the various office teams.
  • Seek out and build relationships with other agencies working in nutrition & health and planning integration and use this linkage in advancing coherent integration design between agencies and the MoH and ensure that such lesson sharing and learning is documented within the overall project to document the integration process.
  • Oversee research, document internally, share experiences and lessons learned of CTC integration in a timely manner, disseminating within Concern Worldwide and external audiences as appropriate.
  • Work proactively with HQ’s nutrition and health advisors to collect and disseminate lessons learnt and contribute to Concern’s global nutrition & health strategy.

Monitoring, Evaluation and Learning:

  • In collaboration with the Sudan MEAL Manager, MEAL Team and the HQ MEAL, support the roll out of robust M&E mechanisms, project monitoring tools and efficient systems to ensure high quality implementation.
  • In collaboration with the MEAL Manager, oversee the production of capitalization report including lessons learnt and recommendations for future capacity development based in project experience in line with the global learning and advocacy strategy for the programme
  • Coordinate with local partners to ensure the M&E system of all partners is consistent and will measure achievement against indicators of the project log-frame.
  • In collaboration with the MEAL Manager, ensure monitoring data is regularly collected, analysed and reported.
  • Ensure appropriate reporting tools are in place, if not already in place to ensure reporting formats are understood and used by staff and partners and provide the information required for high quality donor reporting purposes. Provide regular feedback on reports.
  • In collaboration with the MEAL Manager, plan and implement needs assesments prior to the deployment of ERM team; and any other technical assessment to be implemented in the ERM programme.

Liaison and Coordination

  • Act as the primary focal point for communications with the Consortium coordination team including regular update calls, participation in co-ordination meetings, technical working groups, joint reviews.
  • Serve as overall communications/liaison with the Sudan ERM coordination team, implementing partners, and key stakeholders including government representatives of project area.
  • Liaise with other NGOs/INGOs, relevant government agencies and the ECHO country office to ensure coordination and learning across partners.
  • Be responsible for the representation of Concern to donors, government, UN agencies and other NGOs in relation to the project.

Programme Support/Systems

  • Develop funding proposals for continued running of ERM nutrition & health activities and carry out consortium and donor reporting of the ERM programme and regular reports for the Area Coordinator, as required.
  • Manage the progress of activities and ensure budgets are appropriately monitored and spent in the ERM programme (as per donor and Concern guidelines).
  • Manage staff according to Concern’s Performance Management systems. This will include supporting the team to set objectives, regular one to ones and performance appraisals and ensure that Concern’s values are reflected in the team’s personal objectives and team members are aware of and respect Concern Programme Participant Protection Policy
  • Promote good team work and a positive working environment within the Nutrition and Health Programme and between other Concern Sudan Programmes.
  • Ensure that any staff changes are in line with Concern HR policy and the national labour law – in this proactively seek out support and advice from the Concern HR and Systems team.

Your skills and experience will include:

Essential:

  • A degree in public health, nutrition or other discipline which provides an understanding of overall public health in developing countries.
  • A minimum of 3 years’ experience in an emergency setting, of which a substantial part should involve the recent management of a health or nutrition emergency response, including oversight and responsibility of technical components, staff management, budgets and proposals.
  • At least 2 years’ experience in performance managing staff, including commitment to capacity building.
  • Proven analytical skills and an ability to plan, think strategically for programme design and to oversee implementation of the approach.
  • Ability to influence, negotiate, represent and liaise effectively with key stakeholders (MoH, other agencies implementing nutrition programmes etc.)
  • Experience of achieving results within difficult working environments.
  • Strong presentation, communications and interpersonal skills and ability to interact productively with partners and stakeholders (community, government technical services and institutions).
  • Experience in security management in an insecure context including remote management.
  • Fluency in written and spoken English (French will be also an asset)
  • Commitment to principles of Equal opportunities (gender, race & disability, etc.) and an understanding of mainstreaming gender, equity and HIV/AIDS within programming.
