CARE International in Somalia and Somaliland is looking for suitable candidates to fill the Health and Nutrition Manager position based in Erigavo, Somaliland, with frequent travels and support to project sites.

JOB SUMMARY:

Under the supervision and guidance of the Humanitarian Program SL, the Health and Nutrition Manager will oversee the day-to-day implementation of all aspects of emergency Health and nutrition activities in Somaliland, including running emergency Health and Nutrition sites (Mobile and fixed), community mobilization, needs assessments, program reporting, and devising new interventions as deemed necessary.

  • The Health and Nutrition Manager is responsible and accountable for ensuring that services defined within the donor-approved scope are delivered, including the following management components;
  • Day-to-day operations, decision-making, and oversight of health and programming;
  • Technical and programmatic implementation of the project scope, including overseeing distributions, construction, and governance activities;
  • Ensuring progress reports and project work plans are timely prepared and adhered to, as well as provision of effective technical assistance and support for health and nutrition activities in support areas, ensuring planned program activities are implemented as planned;
  • Accurate and timely; ensuring that reports are available to technical and functional supervisor as required.
  • Decision-making regarding implementation support, program quality and compliance;
  • Communicating and leading facilitation with both internal (CARE) and external (Ministry of Health and other stakeholders) to ensure positive relationships and ongoing partnerships;
  • Learning, Knowledge management, and advocacy initiatives, including adaptation and pivots of project approaches where needed, and learning dissemination to elevate the visibility and profile of CARE Somalia/Somaliland;
  • Supporting resource mobilisation and partnership efforts to broaden and/or deepen the scope of CARE

As part of supervisory responsibilities, the Program Manager is responsible for:

  • Leadership and mentoring of CARE and MOH staff and providing technical support in Somaliland;
  • Fostering and improving a team atmosphere focused on program quality and learning, with constructive dialogue around project challenges, failures, and successes, and with an eye on problem-solving and constructive criticism;
  • Developing a positive team dynamic that encourages open dialogue and constructive feedback;
  • Develop clear supervisory structures, meetings, reporting, etc, with each supervisee.

RESPONSIBILITIES:

PROGRAM MANAGEMENT AND IMPLEMENTATION (45%)

  • Provide management and oversight to the CARE Somaliland health and nutrition projects, which includes, but is not limited to:
  • Day-to-day operations and oversight of programming, including start-up, staffing, outcome and output monitoring, program learning outcomes and subsequent adaptations;
  • Technical and programmatic implementation of the donor-approved scope, including overseeing MOHD/CARE training, supervision, creating health services demand, community linkages and health facilities governance activities;
  • Monitoring, evaluation, and learning (MEL) coordination and reporting, including tracking and reporting of health and nutrition indicators, intervention/output/outcome progress and results, data quality assessments, initiating drafting of work plans, bi-annual reports, and other programmatic documents;
  • Maintaining strong relationships with external stakeholders, particularly with Ministry of Health officials, health and nutrition clusters, School and Community resource persons, including CHWs, AMAL mothers, MtMSG;
  • Decision-making regarding implementation support, contract management and compliance;
  • Develop and execute an effective staffing plan, distribution of workloads, performance management, and positive team dynamic teams with a focus on empowering staff and ensuring they are supported, capacitated, and motivated to excel.
  • Communicating and leading facilitation with both internal (CARE) and external stakeholders to ensure common understanding, positive relationships, ongoing partnerships, and accountability of all parties;

RESOURCE AND BUDGET MANAGEMENT (20%)

  • Provide contract and budget management to the CARE Somaliland health and nutrition, which includes, but is not limited to:
  • Ensure the project budget is implemented, tracked, and reported as planned and approved by the donor.
  • Prepare, revise, and operationalize all procurement plans in a timely manner with support from the procurement team.
  • Review health and nutrition projects’ spending monthly and subsequently provide timely feedback related to program funds’ utilization (e.g., burn rate analysis versus planned activities and expenditure plans).
  • Ensure CARE and partners hold project assets and inventory according to best practices, donor requirements, and CARE Somalia/Somaliland policies and regulations.
  • Develop relevant terms of reference (ToRs) and/or MOUs with relevant stakeholders (e.g., government line departments, communities, and health centres).
  • Ensure timely identification and communication of risks and aid diversion to CARE Somalia/Somaliland Management through designated supervisor and communication channels.

PROGRAM QUALITY, KNOWLEDGE MANAGEMENT AND LEARNING (20%)

  • Provide program quality, knowledge management, and learning oversight to CARE Somaliland and the Ministry of Health and Development, including but not limited to:
  • Institute a learning agenda, develop and implement to promote a culture of learning, information sharing, dialogue, and critical analysis, intended to improve quality of programming, adoption of good practices, and influencing policies and practices at scale.
  • In coordination with the Program Officers, facilitate collaborative development of a MEL plan, detailed program implementation plan, and operational plan.
  • In coordination with the Program Officers, supervise and ensure completion of baseline, annual, and/or other regular monitoring assessments, as well as the dissemination and application of findings into project adaptations.
  • In coordination with Program Officers, ensure drafting, and submission of donor reports (e.g. bi-annual, final reporting) in compliance with donor timelines and deadlines.
  • Ensure promising practices, key findings, accomplishments, and challenges are documented and shared, both internal and external to CARE.
  • Organize and oversee field technical and monitoring trips, and subsequent application of findings/trip reports to inform the project.
  • Ensure proper archiving and storage of all project documents, reports, and data files to CARE Somaliland MIS systems.

RESOURCE MOBILIZATION AND PARTNERSHIP (10%)

  • Support resource mobilisation and partnership efforts including, but not limited to:
  • As needed and in concert with technical lead support preparation of concept notes and proposals.
  • Support the exploration of health and nutrition stakeholders and non-traditional partnership opportunities that would allow for leverage or expansion.

ANY OTHER DUTIES (5%)

As part of supervisory responsibilities, the Program Manager will be responsible for:

  • Lead hiring of competent staff and orient them in a timely manner to implement in line with contractual obligations and CAREs policies and procedures.
  • Supervise and provide leadership to the CARE Kenya CSDW team members and staff; ensure they fully understand their roles and responsibilities; work effectively as a team; and deliver on tasks in a timely manner.
  • Guide, supervise, coach, manage, mentor, provide leadership and support to the project staff on a day to day basis to meet program tasks and responsibilities, to deliver within contractual obligations.
  • Fostering and improving a team atmosphere focused on program quality and learning, with constructive dialogue around project challenges, failures, and successes, and with an eye on problem-solving and constructive criticism;
  • Developing a positive team dynamic that encourages open dialogue and constructive feedback;
  • Develop clear supervisory structures, meetings, reporting, etc, with each supervisee.
  • Undertake mid-term and annual staff appraisal in line with Position Descriptions and other requirements in a timely manner.
  • In a timely manner, notify and consult the supervisor, human resource department, and CAREs management on any staff concerns related to their conduct, performance, confirmation, and disciplinary issues while ensuring that policies and procedures are adhered to.

REQUIRED QUALIFICATIONS AND EXPERIENCES

Minimum qualifications for the Health & Nutrition Manager:

  • University degree in Clinical Health and/or other health-related fields
  • Masters in Reproductive Health, Nutrition, or Health care management is essential.
  • At least 7 years progressive experience in managing programs in conflict situations.
  • Training in Mental health, medical supplies management and/or sexual reproductive health programs will be an added advantage.
  • Humanitarian experience in core Health and Nutrition programs in Somaliland (EPHS, CMAM, BEmONC, MIYCN).
  • Experience carrying out Health and Nutrition needs assessment.
  • Computer skills: Word, Excel, Outlook, PowerPoint, and EPI info.
  • Demonstrated experience in proposal development and donor reporting.
  • Fluent in English and Somali (both oral and written) is compulsory

OTHER COMPETENCIES:

  • Experience in managing teams.
  • Experience and skills in managing Health and Nutrition technical teams.
  • Experience managing large emergency Health and Nutrition programs in Somalia/Somaliland.
  • Strong interpretation skills, creativity, flexibility, adaptability, and empathy
  • Ability to plan and facilitate health and trainings/workshops with minimal support.
  • Good communication skills with good report-writing ability
  • Good computer knowledge and skills in Word and Excel.
  • Must be able to meet deadlines.
