Context |
Context
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. PUI has been working in Iraq since 1983. Its core objective is to provide a humanitarian response to the needs arising from population displacements in Iraq, through reinforcement and strengthening of the existing health system, provision of Mental Health and Psychosocial Support (MHPSS), and by enhancing access to shelter, drinking Water, Hygiene and Sanitation (WASH). PUI is currently implementing Health, MHPSS, WASH and shelter projects in Federal Iraq and the Kurdistan Region of Iraq, through bases in Erbil and Baghdad.
In CSI, PUI is currently focusing on an integrated approach in communities, informal sites, schools and health facilities, with a focus on climate change to achieve an impact in the long term.

Job Description
|
Overall objective |
The Health Officer assesses and strengthens PUI’s health service provision in order to improve the quality of care. The Health Officer works alongside the Multisectoral Project Manager and the project team in the field. The Health Officer provides direct support to Project Managers and national health employees to harmonize and standardize processes, tools and guidelines among the mission. The Health Officer ensures and trains on a day- to- day basis in the field with the objective for maximum coherence with PUI’s health framework, national and international protocols/ guidelines and best practices. |
Tasks and Responsibilities |
– Programs: He/She conducts assessment, implementation and monitoring of health service provision, while integrating PUI’s health policies, national/ international health standards and guidelines. – Logistics and Administration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures. – Representation: He/She represents the association with partners, authorities and local actors involved in the implementation of health programs. – Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site and transmits all information relating to safety concerns to his/her immediate supervisor. – Strategy: He/She contributes to the development of new interventions on the basis of identified needs.

Specific objectives and linked activities |
1. QUALITY ASSURANCE OF MEDICAL PROJECTS ACTIVITIES – He/She works under the supervision of the Multisectoral Project Manager to improve the quality health care service provision. – He/She supports trainings need assessments (TNA) of national staff. – He/She organizes meetings and facilitates training for national staff based on the TNA and other occurring training needs. – He/She develops in coordination with Project Managers training plans for PUI staff and coordinates actively trainings with local partners (MoH staff, hospitals, NGOs and others). – He/She actively supports to the development and implementation of Standard Operation Procedures (SOP) in coordination with the Project Managers for quality assured health service provision. – He/She supervises in coordination with the Project Managers the operation of health activities and monitors the quality of care. – He/She assess and ensures that tools and practices across the whole mission are harmonized and capitalized and in coherence with PUI health framework, international and national health standards and guidelines. – He/She ensures proper archiving of all the documents, tools and training materials produced regularly. – In coordination with the Project Managers, he/she ensures, appropriate health service provision, usage of medications, medical consumables or equipment according to the implemented Standard Operation Procedures (SOP). – He/She supports on reporting of health activities. – He/She continuously support the national health team through checklists and observations. – He/She supports and trains, in coordination with the Project Managers, the health team on medical- logistical orders to ensure that requests are in line with the procurement framework and internal procurement guidelines.

2. REPRESENTATION OF PUI WITH OTHER STAKEHOLDRES – He/She represents the association with local actors involved in the implementation of medical programs and ensures that good relations are maintained with each of them. – When necessary, he/she participates in meetings and reports on highlights to the Multisectoral Project Manager.

3. ENSURE THE SAFETY OF PROPERTY AND PEOPLE – He/She ensures that the safety plan is known by the national team, and that safety rules are respected. – He/She must ensure that project/s, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. – He/she alerts the Multisectoral Project Manager without delay, in case of impending danger to teams or beneficiaries. – He/She ensures that project staff, is provided with safety gear adapted to their activities and use them according to the guidelines.

4. CONTRIBUTE TO THE DEVELOPOMENT OF NEW PROPOSALS – He/She participates in identifying health-related needs in coordination with the Multisectoral PM. – In the context of identifying new operations, he/she technically supports the Project Managers in the preparation of project proposals for the Health sector.

Focus on 3 priority activities related to the context of the mission |
– Day-to-day supervision and support of national health technical staff. – Facilitation of trainings for national technical health staff in the areas of intervention. – Standardization and harmonization of health care standards within the mission. |
Team Management |
· No direct management responsibilities
This position is managed by the Multisectoral Project Manager.

– Internal: Field Coordinators, Head of Program, Project Managers, Field staff Administration and Logistics team. – External: Health stakeholders in the area of intervention.
