In line with the strategic objectives of the Secretary-General, the Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for OECD work on building more cohesive and healthier societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and exclusion, better health-care systems, good management of migration flows and the integration of immigrants and their children.

ELS is looking for several Health Policy Analysts able to work on various projects in the Health Division. Successful applicants will work in a dynamic team of health economists and policy experts and statisticians to develop policy advice on how to improve the performance of health systems. They will work on a number of projects, reflecting country policy interests and the programme of work of the Health Division.

Successful candidates will have a strong background in applying economic concepts to health or in analysing health policies. They will have experience in running complex projects and will be able to work independently and in close collaboration with other economists/policy analysts in the Division and

across the Secretariat. They will be working on one or more projects of the Health Division, such as:

• Health systems performance assessment
• Cancer care
• Public health and prevention policies, including control of infectious diseases
• Human resources for health
• Health expenditure and financing
• Digital health, data governance and artificial intelligence
• Pharmaceutical policies and genomics
• Long-term care and integrated care
• Healthcare quality and patient reported measures

Successful candidates will integrate a small team and be supervised by a senior health policy analyst.

Job Description

Research, analysis and drafting:

• Carry out economic and policy analysis in the aforementioned areas, including supporting cross-disciplinary and comparative analysis and the development of policy recommendations, and drafting reports, policy briefs and other deliverables.
• Contribute to ELS/Health Division flagship publications and country health reviews, including contributing to the development of data sources.
• Prepare other high-quality documents, including blogs, seminar proceedings, and policy messages based on research and relevant published material.
• Undertake statistical analysis in order to explain key differences in outcomes across countries.
• Keep abreast of developments in the aforementioned areas, emanating from governments, other international organisations, non-governmental organisations, academia and the private sector.

Co-ordination, representation and liaison:

• Participate, as required, in horizontal and multidisciplinary projects and activities of the Health Division and the OECD.
• Contribute to the organisation of, and participate in, meetings of national government delegates and experts from the private sector, civil society, global health community and academia in connection with the Organisation’s work programme in the above areas.
• Work with colleagues to establish and maintain professional contacts within the OECD, with working parties, delegations and outside experts and organisations in the field of health policies and global health.
• Contribute to the external visibility of the Health Division and its products, including by organising, participating and presenting work at workshops, conferences, webinars, etc.

Project management and fundraising:

• Contribute to the management of projects, including ensuring timely delivery of quality outputs.
• Actively support the Head of Unit’s and Division’s fundraising efforts, including drafting project proposals and strengthening networks and engagement with potential donors as required.
• Supervise the work of interns, external and internal consultants, and junior staff as needed.

Other duties:

• Provide general support to the activities of the Division as required, including preparation of presentations and talking points for senior leadership.
• Carry out other tasks as assigned, in particular as requested by the Head of Division and the Director’s office.

Qualifications

Academic Background:

• An advanced university degree in economics, health policy, medicine, pharmacy or other relevant discipline.

Professional Background:

• A minimum of three, but preferably five, years of experience of applied research and analysis in the area of health policy acquired in a national administration, international organisation, university or research centre.
• Strong quantitative and qualitative analytical skills applied to health policies.
• Experience in collecting, interpreting and analysing health statistics.
• Experience in working on health issues in different countries would be an asset.
• Proven ability to draft reports as shown by the candidate’s list of publications.
• Proven ability to work in a multicultural and team-oriented environment.
• Strong communication, diplomatic and networking skills, and proven ability to coordinate and engage with diverse stakeholders.
• Proven experience with policy implementation.
• Experience supervising junior staff members.

Tools:

• Strong knowledge of MS Office.
• Good working knowledge of statistical and data analysis software (e.g., R, Python, Stata) would be an asset.

Additional Information

Core Competencies:

• OECD staff are expected to demonstrate behaviour aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
• There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages:

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of additional languages, notably Spanish, would be an asset.

Contract Duration:

• 13 months fixed term, with the possibility of renewal.

Salary Information:

This position is a PAL 5 grade. Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
