Health, Safety and Security Coordinator

What we are looking for:

An experienced Health, Safety and Security (HSS)Coordinator who will be responsible for the safety and security of NRC staff and assets and ensure that NRC’s global and regional HSS policies and strategies are implemented across NRC’s areas of operation.

What you will do:

  • Implementation of the NRC Health, Safety and Security Risk Management System.
  • Oversee and/or conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
  • Lead the development of security plans and contingency plans in NRC’s areas of operation and the Area Office.
  • Develop and updating HSS strategies, plans, and SOPs, as well as providing HSS mitigation measures for safe and secure programming.
  • Prepare and develop status reports as required by management.
  • Ensure security support to projects targeting beneficiaries and explore and assess new and better ways to support Programme teams.
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across the area of work.
  • Support humanitarian access efforts in the operational area.
  • Monitor and analyze the context (overall security situation, risks, and most likely scenarios), ensuring reliable security information as basis for informed decision-making.
  • Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level.
  • Work with management to ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations.
  • Ensure that Duty of Care (DoC) HSS standards are upheld at all times and that corrective measures are implemented when weaknesses are identified in collaboration with HR.
  • Work with the AMT on emergency preparedness as it pertains to programmes, providing oversight and technical support regarding security and emergency evacuations.
  • As a key member of the Crisis Management Team, provide sustained support to operational teams and management during an incident.
  • Contribute to improve humanitarian access for NRC operations across Palestine by providing technical support on tools and strategies, ensuring capacity building for field staff, and supporting the Area Manager and programme / support staff in managing access related incidents.
  • Facilitate ongoing culture of learning as it relates to health, safety and security and arrange for ongoing training including HEAT, on-site training, etc. in line with NRC policies.
  • Network, communicate and cooperate with relevant external HSS actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access.
  • Contribute to NRC’s Risk Management process supporting Risk & Compliance Coordinator and other Risk Owners in identifying, assessing, and managing organizational risks.
  • Representing NRC in HSS working groups.

What you will bring:

  • Bachelor’s degree with minimum of three years of relevant experience in the same/similar functional area preferable with NGOs/UN Agency.
  • Demonstrated ability of decision-making, incident management, conflict resolution and negotiation.
  • Experience in working with and understanding risk management with a focus on risks related to security and safety.
  • Experience in delivering training.
  • Experience in liaising with communities and authorities as well as with NGOs.
  • Understanding security and safety management processes in a humanitarian INGO context.
  • Excellent interpersonal and communication skills.
  • Analytical skills and attention to detail.
  • Ability to work under pressure and manage stress.
  • Fluency in English both written and verbal. Fluency in Arabic is Mandatory, knowledge of Hebrew language is an asset.

What we offer:

  • Duty station: Jerusalem, Palestine
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Travel: Minimum of 40% time to NRC operational areas
  • Salary/benefits: grade 7 on NRC’s salary scale, with accompanying terms and conditions
