Context

Mali is facing a multidimensional humanitarian situation. Since 2012, the frequency and intensity of attacks have spread from the North to the Center of the country, causing repeated displacements of populations. Since the second half of 2023, the context has been particularly delicate with an increase in attacks, mainly in the North. The estimated number of internally displaced people in Mali is 354,739.

The Norwegian Refugee Council (NRC) has been operating in Mali since 2013. The organization has a coordination office in Bamako, and field offices located in the regions of Mopti, Timbuktu, Gao, Ménaka and Ségou.

To be able to meet the needs of populations affected by conflict, displacement and climatic hazards, NRC implements programs in the following domains: Education, Shelter and Settlements, Water, Sanitation and Hygiene (WASH); Rapid Response Mechanisms (RRM); Information, Advice and Legal Assistance (ICLA); Livelihoods and Food Security (LFS); and Protection from violence.

What we are looking for:

Health​ Safety and Security (HSS) Manager will support the country office to ensure compliance with NRC HSS minimum standards and reduce overall risk to NRC operations in the country. This includes developing and updating HSS strategies, plans and SOPs, as well as providing HSS mitigation measures for safe and secure access to programs. The HSS Manager is also responsible for coordinating and delivering mandatory training courses and other tailor-made courses for the country office and field office. In order to meet the Duty of Care standards expected for staff, the HSS Manager will liaise closely with the Human Resources (HR) unit for planning and execution.

What you will do:

  1. Monitor and analyze the context (overall security situation, risks and most likely scenarios), ensuring reliable security information as a basis for informed decision-making;
  2. Work with management to ensure relevant mitigation measures are in place on the ground and within our processes to reduce risks to an acceptable level;
  3. Work with management to ensure all staff give informed consent based on the arrival briefing and that updates are regularly shared on security situations;
  4. Ensure that HSS Duty of Care ( DoC ) standards are met at all times and corrective action is implemented where weaknesses are identified in collaboration with HR;
  5. Work with the CMG on emergency preparedness as it relates to programs, providing oversight and technical support regarding security and emergency evacuations;
  6. As a key member of the crisis management team, provide sustained support to operational teams and management during an incident;
  7. Act as head of the HSS unit, establishing departmental objectives, directly managing HSS staff at country level and ensuring coordination, harmonized systems and regular exchanges between country and field offices;
  8. Facilitate the culture of continuous learning as it relates to health, safety and security and conduct continuing training, including HEAT, HEIST, FFA, on-site training, etc., in accordance with NRC policies;
  9. Network, communicate and cooperate with relevant external HSS actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access;
  10. Contribute to the NRC risk management process by assisting the Risk and Compliance staff and other risk owners to identify, assess and manage organizational risks;

What you will bring:

  • Professional qualifications or studies in general management, HSS and/or risk management;
  • Minimum 3 years of international experience as a security manager in a volatile humanitarian/recovery context;
  • Previous experience working in complex and volatile contexts;
  • Documented results related to position responsibilities;
  • Knowledge of own leadership skills/profile;
  • Fluency in English and French, both written and spoken;
  • Knowledge of some local languages will be an advantage;
  • Valid driving license ;
  • Experience working with civilian and military interlocutors;
  • Experience in the central Sahel region is preferred.
