What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic HSS Manager that will serve as the lead technical resource on health, safety and security risks as well as crisis management in Venezuela. This role acts as the technical supervisor for HSS staff in the Area Offices and provides country based analysis and input for the achievement of the Country Operations HSS policy compliance. The HSS Manager further serves as a core member the Country Management Group (CMG) and Crisis Management Team (CMT).

What you will do

  1. Promote and stimulate HSS risk management culture.
  2. Provide CMG with strategic advice based on changes to the context.
  3. Act as an adviser to the Crisis Management Team (CMT) leader during a crisis and take lead as and when delegated, ensure relevant quality control and monitoring/evaluation standards in the area
  4. Oversee and support HSS management to staff, assets, operations and reputation of NRC in Venezuela
  5. Implement the NRC Global HSS Management System at CO level and provide reports as required.
  6. Develop and maintain key HSS documents and procedures including strategy and budget.

What you will bring

  • Minimum 3 years of experience from working as an HSS Manager in a humanitarian/recovery context,
  • Professional qualifications or studies in social or political sciences, security management or related fields.
  • Previous experience from working in complex and volatile contexts in international settings.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in Spanish and English, both written and verbal.
  • Valid driver’s license.
  • Experience in in Latin America is preferred, international experience is strongly desired.
  • Knowledge of the context in Venezuela
  • Substantial and demonstrated prior experience as a security trainer.
  • Prior work experience in the country is highly desireable
  • Prior experience in leading security teams is desireable
  • Experience or qualifications in humanitarian access are desireable.
  • Experience in risk management for implementing partners or remote management is an asset.
  • Knowledge of humanitarian principles and access negotiations

  • Duty station: Caracas, Venezuela
  • Contract: national contract, 12 months
  • Travel: up to 30%
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
