Summary
These job openings are in the Bureau for Global Health, Office of Maternal Child Health and Nutrition (GH/MCHN) at the U.S. Agency for International Development (USAID).
USAID’s Bureau for Global Health supports health programs in partner countries, advances research and innovation in areas relevant to overall Agency health objectives, and transfers new technologies through its own programmatic work, coordination with other donors, and a portfolio of grants.
Duties
- Serves as an expert on policy, program and/or operational function issues; develops policies, strategies, and plans for agency-wide application, response to health emergencies, such as epidemic or pandemics; and/or other global health programs.
- Advises appropriate Agency leadership and external stakeholders on new developments, processes, procedures, and approaches, and articulates the benefits of interventions to effectively reach multiple audiences, response to health emergencies.
- Participates in developing strategies for implementing major crisis operations programs and/or operational functions in low- and middle-income countries. Develops detailed plans for implementing them, and oversees implementation of the goals.
- Identifies and proposes solutions to problems that are of major importance to planning the direction for future international crisis programs and/or operational functions.
- As appropriate, represents the Agency to external stakeholders, in meetings with host governments, Congress, and public and private organizations.
- Participates in policy formulation for crisis programs and/or operations, and reviews liaison activities for agency-wide programs and/or operations. Informs stakeholders (briefings) of changes in organizational programs and/or operational functions.

- Must be able to obtain and maintain a Top-Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

- These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Basic Requirements:
Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
GS-14: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
1. Demonstrating technical expertise and/or programmatic experience in infectious disease; response to health emergencies, such as epidemic or pandemics; global health security; immunization; and/or other relevant global health programs; and
2. Managing, evaluating, and providing expert technical assistance to centrally administered programs/projects and/or multilateral programs and partnerships that strengthen technical expertise and/or programmatic experience in infectious disease; response to health emergencies, such as epidemic or pandemics; global health security; immunization; and/or other relevant global health programs; and
3. Delivering technical assistance or management of projects or activities related to technical expertise and/or programmatic experience in infectious disease; response to health emergencies, such as epidemic or pandemics; global health security; immunization; and/or other relevant global health programs.Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience.
