Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Health Program Specialist (based in Jakarta) supports the IFRC Country Cluster Delegation for Indonesia, Timor Leste, Brunei Darussalam, and Singapore. Reporting to the Health and WASH Program Coordinator, he/she will work closely with technical teams to implement USAID’s CP3, the ASEF Stockpile Project, and public health emergency and disaster management initiatives. The role involves frequent travel within Indonesia and occasional international travel.

Job Purpose

Under the guidance of the Health and WASH Coordinator, the Health Program Specialist enhances IFRC support to PMI, CVTL. Brunei Darussalam RC and Singapore RC in health and care program, including emergency health, public health crises, community resilience, and psychosocial support (PSS).

Health Program Specialist will ensure the health program aligns with IFRC Global priorities, resilience goals, and budgets, showcasing Red Cross Red Crescent contributions to Health and WASH SDGs.

The Health Program Specialist monitors health risks and integrates them into early action protocols in line with PMI and CVTL emergency response plans. When needed, they manage Emergency Plans of Action (EPoAs) for disaster response and collaborate with Movement partners, government agencies, and sectors for effective program delivery.

Job Duties and Responsibilities

Program Development and emergency response:

  1. Assist PMI, CVTL, Brunei Darussalam RC, and Singapore RC in developing health programs aligned with IFRC Strategy 2030 and National Society (NS) strategic plans. Develop activities under the IFRC Development Operational Plan (DOP).
  2. Coordinate and deliver technical support for health emergencies and public health operations. Develop emergency plans of action and budgets, including initial public health risk analyses for disasters.
  3. Support national societies in review and update its epidemic pandemic preparedness plans based on lessons from COVID-19 and other public health emergencies and establishing health reporting systems, early warning mechanisms, and aligning them with the Emergency Operations Centre (EoC).
  4. Provide technical support for implementation health programs, including emergency health, public health, and psychosocial support, focusing on vulnerable populations. The support include collaboration with the CEA team to ensure community voices are integrated into health interventions. Incorporate PGI and CEA aspects into NS health programs and emergency operations.
  5. Monitor and tracking national health and disaster data to detect potential outbreaks. Facilitate readiness actions and develop Emergency Plans of Action (EPoAs) when needed. The task include support NS to enhance data readiness for epidemic and pandemic preparedness and response strategies.

Coordination and Strategic Roles:

  1. Represent IFRC-CP3 program in internal and external meetings with health program partners (UN agencies, Government actors and I/NGOs), Global Health Security partners, technical and coordination meetings, and Red Cross Red Crescent functions.
  2. Support on strategic advocacy with government, UN and other agencies for humanitarian diplomacy under health program
  3. Close collaboration and transparent information sharing with relevant PMI, CVTL, Partner National Societies in Jakarta and with program team in IFRC APRO relate to health programming
  4. Collaborate with other program team in NSD, CEA, WASH and DRM to ensure well integrated programming and technical support to national societies. When required, contribute to ASEAN engagement on health-related issues.

Program and Knowledge Management:

  1. Take responsibility for funding implementation and maintain accountability in accordance with IFRC finance and procurement procedures.
  2. Support to manage budgets for health programs, the task includes budget planning, control and monitoring for health programs, tracking expenditure against budgets, monitoring and liaising with NS on WANS reconciliations, conducting regular budget variance analysis and revising budgets, as needed.
  3. Manage monitoring and evaluation of Community Epidemic/Pandemic Preparedness Program (CP3), ASEF Stockpile and other health program including prepare accurate and timely reports in accordance with Federation guidelines, for donors, as well as government working groups in support of national societies.
  4. Provide extensive input and technical support to project proposals and program design and take the lead in writing proposals for health program
  5. Directly promote a learning environment and contribute to knowledge management, document and share lessons learned with IFRC, PNSs, National Society, partners, and Governments as necessary.

Education

  • Master’s in public health; Medical/General Practitioner
  • Certification on Public health, emergency health, basic epidemiology and safe water and Sanitation (Preferred)

Experience

  • At least 5-7 years’ experience with 5 years working experience in public health program, with a focus on health emergency, global health, epidemiology, surveillance, and community-based health program
  • Experience in responding to epidemics and emergency response or other expertise in disease control program
  • Coordination and representation experience in a cross-cultural environment
  • Experience working in a RC/RC National Society and/or Federation/ICRC and other International Organization
