How can you make a difference?

Under the Immunization Specialist, the Health Specialist will supervise and manage the GAVI HSS-3 project by ensuring the quality grant and financial management by strict adherence to the UNICEF HACT procedures for the project. The Health Specialist will also support the programme management and project M&E internally within UNICEF and support the team in reporting to GAVI and MoHFW for HSS-3. Moreover, the Specialist will provide broader support to the Health section in donor reporting as and when required.

Key functions, accountabilities and related duties/tasks

1. Planning and management of GAVI HSS-3 resources for effective implementation of programme and optimum utilization of funds

  • Maintain an oversight of GAVI HSS-3 funds, including allocation and utilization
  • Maintain a database of GAVI grant agreements and amendments and monitor compliance during implementation
  • Support in the preparation of fund allocation plan for GAVI HSS-3 based on the resource envelope and donor conditionality and ensure timely allocation of funds
  • Support the management of the GAVI TA for staff salaries in coordination with the Finance section
  • Generate fund utilization reports and present analysis for the optimal utilization of resources
  • Monitor open commitments in VISION and take timely action to ensure proper utilization of funds

2. Coordinate GAVI HSS-3 partnership agreements and lead the process of HACT implementation for GAVI funds

  • Support ICO and Field Offices in development and finalization of RFPs, PCAs, PDs for program implementation
  • Ensure that funds are released to Implementing Partners (IPs) on time, follow up for timely liquidation of outstanding advances and scrutinize submissions
  • Coordinate to prepare HACT plan, monitor assurance activities as per the HACT protocol and advice colleagues in the section and field offices for compliance
  • Monitor section and field office compliance with key UNICEF management standards (DCTs, contracts, supply plan, etc.)

3. Support to programme monitoring and reporting of results for GAVI HSS-3

  • Follow up on recommendations emanating from field visits and programme reviews of various states and prepare action taken reports based on inputs from states
  • Plan and coordinate donor reporting for financial components of the HSS-3 grant with the health and SBC section
  • Support the supervisor in developing quarterly financial reports for IAG and GAVI review
  • Support the program implementation team at ICO and states by suggesting appropriate action to ensure quality assurance of program implementation
  • Maintain relevant documentation and records for any audit of GAVI HSS-3 funds and lead any audit process related to GAVI for the section

4. Any other activity, as deemed relevant by the supervisor, to support the Health Section

To qualify as an advocate for every child you will have…

Education:

An advanced university degree related to management and/or social sciences is required.

Work Experience:

  • A minimum of five years of professional experience in donor and grants management, preferably in a UN organization. Experience in managing GAVI funds is considered an asset
  • Experience working in a developing country is considered as an asset
  • Relevant experience in a UN system agency or organization is considered as an asset

Languages:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • This is a temporary appointment, and the selected applicants will be given a 364 days of temporary appointment contract
