OBJECTIVES OF THE PROGRAMME
Le poste vise a contribuer a l’amelioration de la performance du secteur de la sante en vue de l’atteinte des objectifs de developpement durable (ODD), a travers: le renforcement du systeme de sante vers la couverture sanitaire universelle et la prise en compte des determinants sociaux, economiques et environnementaux de la sante ; le renforcement des capacites nationales pour la formulation, la mise en œuvre, le suivi et l’evaluation des politiques, strategies, programmes et plans de sante, fondessur des bases factuelles ; le plaidoyer pour une augmentation des ressources allouees a la sante ainsi que leur gestion rationnelle et optimale. Contribuer a l’affirmation du leadership de l’OMS dans le partenariat pour la sante et la coordination des interventionsdes partenaires du developpement sanitaire, notamment le Systeme des Nations Unies avec la mise en œuvre de l’UNDAF.
DESCRIPTION OF DUTIES
Sous l’autorite, la supervision directe du Representant de l’OMS et du coordonnateur HSS et les orientations politiques et techniques du Directeur du Cluster Systemes et Services de Sante du Bureau regional de l’OMS pour l’Afrique, le titulaire apportera un appui technique au Ministere de la Sante et de l’Hygiene Publique pour la mise enœuvre de la politique sanitaire et du Plan national de developpement sanitaire,notamment dans le renforcement du systeme de sante et la couverture sanitaire universelle: Appuyer la formulation, la mise en œuvre, le suivi et l’evaluation du Plan national de developpement sanitaire, conformement a la politique sanitaire nationale, y compris l’actualisation des normes et standards ; Assisterle ministere de la Sante dans les reformes du systeme de sante aux niveaux central, regional et peripherique, particulierement dans les aspects organisationnels, gestionnaires, la planification, la coordination des intervenants; Evaluer l’operationnalite du systeme de sante a tous les niveaux et fournir un appui ala levee des goulots d’etranglement ; Appuyer l’amelioration de la qualite desservices et des soins par : le suivi de l’application des ordinogrammesactualises, la mise en œuvre de l’approche de soins centres sur la personne »,et des strategies en matiere de qualite de soins a tous les niveaux ; Assurer la contribution du volet sante des strategies et plans nationauxmultisectoriels de developpement ; Appuyer l’elaboration et la mise en œuvre du plan national de developpement des ressources humaines a tous les niveaux partant de la formation, le recrutement,le deploiement et la fidelisation des ressources humaines en sante ; Contribuer au renforcement du systeme national d’information sanitaire (SNIS) parl’integration des sous-systemes, la prise en compte de la recherche en sante,l’utilisation des technologies de l’information et de la communication pourameliorer la collecte des donnees, le partage de la connaissance et sonutilisation ; Suivre regulierement de la performance du systeme de sante a travers les revuesperiodiques conjointes, la production des rapports du profil sanitaire du pays; Contribuerau developpement et a la mise en Ouvre de toutes les initiatives visant lacouverture sanitaire universelle ; Appuyer le Ministere la sante dans lacoordination de tous les intervenants dans le secteur sante ; Collaborer avec les partenaires de la sante, y compris des autres secteurs non-sante ayant un lien avec la sante notamment pour : la planification, le suivi et l’evaluation de l’UNDAF, des initiatives HHA et IHP , l’organisation des reunions de coordinationperiodiques, le rapportage et la diffusion des informations sur les progressanitaires, le soutien a la mobilisation des ressources pour le developpementsanitaire ; Assurerle suivi et l’evaluation de la mise en œuvre de la strategie de cooperation del’OMS avec le pays et du plan de travail relatif au budget programme de l’OMS. Cequi inclut, entre autres : la preparation des plans operationnels biennaux, laverification de la conformite de la mise en Ouvre des interventions et de leurscontributions a l’atteinte des resultats escomptes, les exercices de suivi etd’evaluation periodiques; S’acquitterde toute autre tache confiee par le Representant de l’OMS.
REQUIRED QUALIFICATIONS
Education
Essential: Diplome de Doctorat en medecine avec une formation en sante publique
Desirable: Maitrise en sante publique; une specialisation en planification sanitaire oudomaine equivalent serait un atout.
Experience
Essential: -Avoir au moins cinq (5) ans d’experiences professionnelles pertinentes dans les programmes de sante publique, de planification sanitaire au niveau central et du renforcement des systemes de sante et / ou du developpement international, couvrant les travaux operationnels ainsi que le dialogue politique au niveau national ou international
Desirable: -Avoir au moins cinq (5) d’experience de travail au niveau central sur l’elaboration des politiques et la planification strategique, lesuivi-evaluation des principaux programmes de sante;-Une experience de terrain et/ou une experience internationale dans laplanification sanitaire et la mise en œuvre du systeme de sante serait un atout;-Experience avec l’OMS ou d’autres Agences du systeme des Nations-Uniesserait un atout.

REMUNERATION
Remuneration comprises an annual base salary starting at GNF 521,628,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
