INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs) and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado) and Afar regions, as well as its country office (CO) in Addis Ababa.
OVERALL PURPOSE OF THE ROLE:
The HINGO Group is an informal gathering of more than 80 International NGOs legally registered and operating in Ethiopia. Its role is to foster coordination and peer support, but to also support a more effective and principled humanitarian response in the country. Through DRC as hosting agency, the HINGO Group is recruiting a highly qualified Access and Safety Manager who will be responsible for supporting operational and information access and security management and analysis for INGOs in Ethiopia. The Manager will support and share directives given by the humanitarian INGOs and NGOs for access and security needs that support access and acceptance related strategies in these environments. The post holder will report directly to the HINGO Director and the Steering Committee on invitation.
With a multiplicity of crises taking place all around the country, humanitarian NGOs operational in Ethiopia recognize the need for this role who will support the INGOs members of the HINGO Group in Ethiopia to systematically collect, monitor, analyze and disseminate information on access and security constraints. He/ she will also help determine the access’ priorities in regard to information management, advocacy and field support. The position will undertake humanitarian negotiations, advocacy, and some elements of humanitarian civil-military coordination and protection analysis. The primary goal is to support the safety and business continuity of the HINGO members through ensuring access to the rapidly changing context. This role will provide inputs to advisories, actions, approvals and messages through critical analysis and predictions based on the conflict, demographics and historical context, results of enquiries and collection plans directed by the HINGO Director and HINGO Steering Committee. They will support training programs, input to frequent briefings, and provide critical analysis to program staff, and give technical advice and support for improved assessments and planning Coordination between all actors actively engaged in this response is essential including the UN and Government agencies to provide a holistic overview of issues, analysis and recommendations enabling an informed, predicted, and safe intervention for all involved
