UNICEF Albania is seeking a Grant Manager (national consultant) who will be responsible for the financial management of the overall grant as well as the sub-granting schemes for the Local Government and SCOs for supporting social care services in alignment with the local social plans.
How can you make a difference?
Under the general guidance of the Deputy Representative and Project Manager, the consultant will be accountable for leading the financial management of the full grant and managing the sub-granting schemes to the Local Government units/structures (LG) and Civil Society Organizations (CSO), by coordinating the process for the Call for Proposals, contracting, supporting and monitoring of the implementation of the grants in the field and including regular reporting. The sub grant scheme is part of the implementation of an EU funded project implemented jointly by UNICEF and World Vision in Albania to directly fostering and expanding social care services at the grassroots level. This financial support is tailored to catalyze the initiation or extension of critical community-based services, targeting the most vulnerable populations in 14 Local Government units/structures. These sub-grants are foreseen to align to the guideline of the action in the range of 60,000 EUR up to 200,000 EUR per municipality or CSO eligible to apply. |

Financial system reviewed/tools developed.

Orientation sessions designed and organized with all 14 LGUs and CSO; All involved stakeholders are both financially supported and empowered with the knowledge to use the grants efficiently.

14 Call for proposals for sub-granting schemes prepared and shared with the third parties as per the instructions in the EU proposal. Selection process completed and all the selected parties are informed.

All grants are implemented as needed; Spot check recommendations followed up; Monthly reports on the implementation progress are prepared and submitted.

Coordination with the project stakeholders including communication consultant ensured regularly. Reporting on this deliverable to be included monthly on the progress reports prepared by the consultants.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
