Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women South Africa Multi-Country Office (SAMCO), represents five countries of the South-ern African Customs Union (SACU): Botswana, Eswatini, Lesotho, Namibia and South Africa (where the office is located.) These five countries are all members of the Southern African Development Community (SADC). Reporting to the Regional HIV/AIDS Specialist the HIV/AIDS Specialist will collaborate closely with the Southern Africa Multi-Country Office colleagues as well as the UN Joint teams on AIDS in the five SAMCO countries (Botswana, Eswatini, Lesotho, Namibia and South Africa to ensure HIV/AIDS strategies in the countries are inclusive of gender equality and that they are aligned with corporate HIV/AIDS policies and initiatives. S/he also collaborates with SAMCO colleagues to support relevant national policy and programme discourse, resource mobilization and donor relations initiatives; s/he mobilizes support in conjunction with intergovernmental processes and support the activities and special events organized for UN Women.
Under the supervision of the Regional HIV/AIDS Specialist, the HIV/AIDS Specialist will be responsible for overseeing the effective implementation of UN Women’s national HIV and AIDS programmes in the 5 countries and activities under its global policy efforts in the area of gender equality dimensions of HIV and AIDS. The Policy Specialist, HIV/AIDS is responsible for programme management including oversight, trouble shooting, monitoring and evaluation, reporting and financial and human resources management where necessary; programme communications and knowledge management; and partnership development. The HIV/AIDS Specialist will be interacting with the country based joint team on AIDS to provide inputs to policy guidance and standard setting within the platform of the UNAIDS joint teams and/or UN theme groups or the Country Coordinating Mechanisms of the Global Fund to fight AIDS, TB, and Malaria.

Task description

Within the delegated authority and under the supervision of Regional HIV/AIDS Specialist or his/her designated mandated representative(s), the UNV HIV/AIDS Specialist will:
1. Contribute to and oversee the development of programmes on HIV/AIDS in the Multi Country Office teams:
• Oversee the development of country-based programme documents on HIV/AIDS;
• Provide technical inputs to programme proposals from the multi-country office;
• Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products;
• Coordinate proper monitoring and reporting for HIV/AIDS programmes/ projects in collab-oration with programme teams.
2. Provide capacity building support to partners on gender equality and HIV/AIDS:
• Provide substantive technical and policy support to the multi-country office programme team in developing and strengthening projects/ programmes;
• Develop, implement and monitor capacity building initiatives;
• Provide technical support to partners on implementation of HIV/AIDS programmes/ projects;
• Provide technical policy advice to programme in South Africa Multi-Country Office.
3. Establish and strengthen strategic partnerships with stakeholders at national level and development partners, including UNAIDS:
• Build and maintain alliances and strategic partnerships for the advancement of HIV/AIDS and Gender equality agenda;
• Build and maintain close liaisons with relevant donors and other actors supporting efforts towards HIV/AIDS and gender equality agenda;
• Production of periodic updates and briefs on country development situations to be used by stakeholders, MCO and RO;
• Maintain close contact with relevant staff in UN Women MCO especially as it relates to providing technical inputs to global standard setting documents and policies to UNAIDS and other partners.
4. Oversee the design of national HIV/AIDS initiatives and the development of relevant knowledge products:
• Provide policy recommendations and guidance to strategic planning and positioning on HIV/AIDS and Gender equality;
• Work closely with and provide advice to national bodies and interagency groups that influence national policies related to HIV/AIDS and Gender equality, and where necessary rep-resent UN Women;
• Research, develop and present national analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on HIV/AIDS;
• Identify promising practices, technical expertise, and strategic opportunities in HIV/AIDS and Gender equality.
5. Manage resource mobilization for HIV/AIDS portfolio in the country:
• Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on HIV/ AIDS and Gender Equality;
• Provide support to field-based presence in the country in mobilizing resources for the implementation of HIV/AIDS initiatives;
• Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.
6. Oversee knowledge building and sharing for the HIV/AIDS portfolio:
• Identify and disseminate lessons learnt and good practices in collaboration with other MCO programme colleagues;
• Ensure technical skills and knowledge are shared within the South Africa Multi–Country
Office;
• Oversee national reporting on Gender equality in the implementation of the UNAIDS strategy 2022-2027.
