Context

The United Nations Development Programme (UNDP) positions itself at the forefront of sustainable development within the UN Development System, aiming to facilitate collective action towards achieving the Sustainable Development Goals (SDGs). UNDP’s policy efforts span from local knowledge to global advocacy, supported by the Global Policy Network (GPN), which integrates field-based and technical expertise to enhance organizational capabilities as outlined in the Strategic Plan.
As a principal founder of the Joint UN Programme on HIV/AIDS (UNAIDS) and a partner in several global health initiatives, including the Global Fund to Fight AIDS, TB, and Malaria, UNDP leverages its strengths in sustainable development, governance, and poverty reduction to address health issues, particularly HIV/AIDS. Through its “HIV and Health Connecting the Dots Strategy 2022-2025,” UNDP focuses on reducing inequalities driving diseases, enhancing inclusive governance for health, and fortifying resilient health systems. This strategy encompasses integrating HIV and health considerations into broader gender, governance, and poverty actions, aiming for the Sustainable Development Goals. UNDP also prioritizes governance, human rights, and the social determinants of health, focusing on equity and the rights of marginalized groups.
Collaborating with the WHO and other partners, UNDP is active in responding to health emergencies and the health aspects of crises, including through its partnership with the Global Fund, facilitating resource access for countries constrained in managing such funding independently.
Additionally, UNDP’s approach to HIV, health, and development emphasizes governance, human development, and capacity building, addressing social determinants of health with a focus on equity, rights, and human development. This includes tackling HIV, non-communicable diseases (NCDs), and enhancing health-related social protection. UNDP collaborates with WHO as part of the UN Interagency Task Force on NCDs to strengthen national responses to NCD prevention and control, and it leads in supporting countries to reduce tobacco industry influence in policy-making, in line with WHO guidelines.
In Kazakhstan, the United Nations Development Programme (UNDP) has significantly contributed to improving health outcomes, particularly focusing on HIV/AIDS, enhancing emergency preparedness and response, integrating climate considerations into health, promoting sustainable financing of HIV responses, engaging with the judiciary on health-related legal frameworks, and advancing digital health initiatives. Through the SCALE initiative UNDP has awarded Low-Value ‘Law & Access’ grants to seven community-led organizations across Central Asia, including two within Kazakhstan. These grants are specifically designed to develop and bolster strategies, tactics, and approaches aimed at combating discriminatory and punitive laws, policies, and practices that adversely impact vulnerable groups.
This targeted support is part of UNDP’s wider strategy to dismantle systemic barriers that restrict access to health services for key populations, ensuring alignment with international health goals and human rights principles. The expected outcomes and impacts of these initiatives will be presented at the AIDS 2024 conference in Munich, showcasing Kazakhstan’s strides towards achieving health inclusivity and equality through proactive community-led actions.

Task description

Programmatic Support:
• Support the coordination of delivery of the relevant HIV and health related project activities, assist in ensuring effective documentation and filing of project activities, according to the system in place;
• Provide background information and assist in the drafting of concept notes, budgeting, logical frameworks, or other project design;
• Support monitoring and evaluation of the programme, contribute to the annual reporting and planning, analyze projects’ and outside data, surveys and analysis;
• Undertake research and/or contribute to the documentation of success stories and best practices including drafting relevant knowledge products for dissemination;
• Significantly contribute to ongoing initiatives implemented in collaboration with the Regional and Global HIV, Health and Development (HHD) teams including but not limited to SCALE initiative, Emergency preparedness and response, Climate and Health work, Sustainable financing of HIV responses, Judges Forum, digital health and other.
Low-Value Grant Management and Monitoring:
• Assist in the identification and selection of potential grant recipients in alignment with SCALE’s objectives and selection criteria, draft necessary documents (including letters to the grantees, draft agreements, supporting documents etc);
• Support collaboration with grantees (on-site in Kazakhstan and remotely in Kyrgyzstan and Tajikistan) and to ensure proper documentation and compliance with grant requirements;
• Assist with monitoring the progress of grant-funded projects, including regular communication with grantees, virtual site visits where appropriate;
• Maintain accurate records of grant disbursements, expenses, and reporting to ensure transparency and accountability;
SCALE Country Dialogues and Country Dialogue follow-on preparation:
• Work closely with SCALE team, UNDP Country Offices and other in-country partners as needed to organize SCALE country dialogues and SCALE country dialogue follow-ons (on-site in Kazakhstan and remotely in Kyrgyzstan and Tajikistan);
• Help with logistics, including venue selection, invitations, draft concept note, agenda development, and participant engagement;
• Support the preparation of background materials, presentations, talking points, and reports for these dialogues;
• Facilitate information sharing and knowledge exchange during and after the country dialogues to foster collaboration;
Work with the Judges Forum:
• In collaboration with UNDP HHG in Istanbul and Judges Forum Steering committee support preparation of the agenda, participant lists and program for the Judges Forum;
• Assist with arranging the webinars for the participating judges, including choosing relevant topics and speakers for the webinars, setting up webinar technology, conducting trial runs to troubleshoot any technical issues, preparing and publishing the webinar reports;
• Support creating a database of participants, including collecting and organizing contact information of all participants, segregating the database by categories (e.g., judges, legal experts, administrative staff), while ensuring data privacy and security measures are in place;
• Assist with communication with the Judges Community, through developing newsletters, disseminating UNDP knowledge products of judges interest, soliciting feedback by creating and disseminating feedback forms or surveys post-event and analyzing responses to gauge the success of the forum and identify areas for improvement;
• Provide support to maintaining the Judges Forum website by regularly updating the website with upcoming events, news, and resources and monitoring and responding to inquiries or comments received through the website.
M&E and Communication Support:
• Maintain a comprehensive database of program-related information, including grants, indicators, contact databases, among others;
• Prepare regular updates on grant management, SCALE country dialogues, other HIV and health-related initiatives and communication activities for internal and external stakeholders;
• Assist in the preparation of annual and periodic program reports;
• Draft and translate communication materials (including blogs, press releases, newsletters) to showcase the regional work related to HIV and health, emphasizing the impact of HIV and health-related initiatives;
• Support creation of compelling content, such as articles, press releases, and social media posts, to highlight success stories and lessons learned;
• Help with monitoring the reach and impact of communication efforts and other knowledge products and information materials;
• Organize meetings, collect post-visit reports, and share with the CCM Secretariat Coordinator.
• Track and timely pay the bills for web-site hosting and maintenance, telecommunication services, office spending, VAT return, payments to participants, issuing payment orders, etc.
• Support English-Russian-Kazakh translation when requested;
