Job Description (Roles and Responsibilities)
Main Purpose of Job:
The Community Liaison Officer (CLO) supports UK-Based officers and their families at the Mission in preparing for, settling into, and navigating life at Post. Support may also be extended to staff on duty visits or deployments within the overseas network. The CLO maintains up-to-update knowledge of UK-Based staff guidance and disseminate information as appropriate.
Working closely with the Deputy Head of Mission (DHM) and Corporate Services Team (CST), this part-time role requires strong self-management and prioritisation skills to prioritise support effectively and foster a cohesive Post community.
The CLO must be approachable, empathetic and appropriately robust in managing expectations. The role involves handling sensitive information, requiring discretion, sound judgement and the confidence to raise issues with senior management where necessary.
The role also involves producing information and reports (e.g. education and cost of living) and organising community activities. The postholder must be organised, adaptable and able to balance day-to-day support with longer-term priorities across the corporate agenda.
What the Jobholder will be Expected to Achieve:
Welfare and Community Support
- Act as main contact for UKB staff and their families before and throughout the posting.
- Provide support during initial arrival (e.g. orientation, logistics, float) and throughout Posting (e.g. general queries, welfare check-ins, events, departure support).
- Provide wider welfare support across the Mission (e.g. crisis management, housing, health), as well as education support (e.g. school placements and liaison, and management of related payments and suppliers).
Information Gathering and Management
- Develop and maintain strong in-country knowledge, proactively sharing information on life at Post (e.g. childcare, education, employment, visas, healthcare and social activities), including through a monthly CLO newsletter and Welcome Pack.
- Undertake research to update key resources, corporate returns and reports relating to life at Post.
- Liaise with internal and external stakeholders to ensure provisions and services at Post are meeting the needs of the community and are delivered in line with FCDO policy.
Advocacy
- Advocate for UKB staff and families on addressing issues of importance at Post.
- Attend Post Management Board meetings (Management, Housing, Crisis).
- Liaise with FCDO Families on issues affecting families at Post.
Other Corporate Support
- Act as Post Language Officer to build local language capability, including managing providers, opportunities, applications and payments.
- Support BCG contingency planning and perform the Welfare Officer role in the Crisis Committee.

Essential qualifications, skills and experience
- Strong people and customer service skills. High level of integrity and discretion
- Demonstratable desire to learn and understand Hong Kong education, housing and immigration processes
- Excellent organisational skills and a positive can-do attitude. Proven record of taking responsibility, using initiative, demonstrating sound judgement and working independently
- Cultural sensitivity and awareness
- Proficient in Microsoft Office applications
Language Requirement:
- English
- Level of language required: Proficient
Desirable qualifications, skills and experience
- Knowledge of Hong Kong
- A good understanding of issues arising from overseas relocation

This role is advertised as a 12-month fixed term contract, with possibility of renewal.
Our Offer:
The British Consulate-General Hong Kong offers a generous leave package of 25 days annual leave (rising to 30 days after 5 years of service) on top of 14 days of public holidays, plus additional time off for volunteering in the community and learning and development.

We also support business-efficient flexible working. Business needs determine whether a role can be done flexibly. Security considerations however mean we are unable to support the provision of IT for hybrid working. Flexible working arrangements can include part-time, flexitime, job sharing and working compressed hours. These would need to be discussed and agreed with Line Manager.
Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
Abatement of Salary:
Country based staff are expected to comply with local tax regulations. Where that is not possible it is FCDO policy to deduct an appropriate amount to ensure they have a comparable take – home salary to colleagues with similar personal circumstances. Please note that abatement of salary is not applicable where CBS earn less than the minimum threshold for local income tax.
