HM Revenue & Customs (HMRC) is the UK’s tax and customs authority and is responsible for making sure that money is available to fund public services and for helping families and individuals with targeted financial support. We do this by collecting tax and customs duties on behalf of the UK government from the honest majority of UK taxpayers, as well as bearing down on those that commit fraud and tax evasion.

HMRC’s overseas network of Fiscal Crime Liaison Officers (FCLO) is an integral part of the fight against those who organise, facilitate and commit fraud and tax evasion for an illegal financial gain.

Main purpose of job:

We are looking to recruit a full-time Country Based Staff (CBS) Senior Assistant to the FCLO is supporting the FCLO in achieving their objectives as set by HMRC and in maintaining and strengthening the relationship between host agencies and HMRC.
This involves providing essential administrative, operational and logistical support to the FCLO to reduce threats to UK tax regimes from organised crime, tax evasion and money laundering. As part of our team in The Hague the successful candidate will play a pivotal role in delivering these objectives.

What is this role all about?

The role will involve (but is not restricted) to the following core responsibilities:

  • Conduct office administration duties under the instructions of the FCLO in accordance with policy and standard operating procedures. Duties include: records management; vehicle management; maintaining office accounts; maintenance of the asset register and gifts and hospitality register; planning travel and visits; and organising events;
  • Provide Dutch language support to the FCLO as directed, including for exchanges of information and at official meetings and events. May require occasional attendance at events outside of normal working hours;
  • Compile verbal and written briefings as directed by the FCLO, including regular monthly management reporting;
  • Provide Open Source Intelligence (OSINT) research (Tier 1) support, especially exploitation of Dutch information sources;
  • Conduct searches of HMRC databases and records and create accurate reports and assessments to assist the FCLO in the delivery of team objectives;
  • Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines;
  • Management of the office record management system, ensuring all relevant material is captured and recorded appropriately, and made available at review periods as set out in standard operating procedures.
  • Support broader corporate / embassy work as directed by the FCLO, especially during any crisis response;

Essential qualifications, skills and experience 1

Our ideal candidate shows:

  • Fluency at C1 level in English and in Dutch, both written and spoken, according to the CEFR framework*
  • Relevant work experience, including evidence of and engaging stakeholders, customers and partners at all levels;
  • Excellent IT skills, especially standard MS Office applications (Word, Excel, Sharepoint, Teams & Outlook);
  • Ability to process and understand large amounts of data and information; turning this it into concise and accurate reports;
  • Constructive, positive and service-orientated attitude;
  • Experience of working in an area with a high level of personal responsibility; track record of being accountable for own actions / decisions;
  • Excellent organisational skills for document and record management;
  • Ability to work with minimal supervision; prioritise own and colleague’s workloads where required;
  • Ability to respect the confidentiality of work issues and understands the personal and professional consequences of lapses in security;
  • Flexible approach to work and travel; may include occasional attendance at events outside of normal working hours; occasionally travel at short notice weekends and/or public holidays; possible travel involving overnight stays and/or international travel;

Desirable qualifications, skills and experience 1

It will be a plus:

  • An understanding of tax and customs matters, in both the UK and Europe;
  • Experience of working with a law enforcement agency in an investigation or intelligence environment;
  • An interest in Open Source Intelligence (OSINT) research;
  • An aptitude to analyse a wide range of information, and prepare draft reports of findings and conclusions;

The base salary for this position is €4,325.82 gross per month, based on a working week of 36 hours. In addition, an 8% holiday bonus is payable each year. The successful candidate will initially be offered a 12-month employment contract with the possibility of renewal at Executive officer (EO) grade.

Salary/tax conditions: The British Embassy is a tax-withholding agent. The 30% ruling is not applicable to the role. Under the terms of the UK/NL Double Taxation Convention (Article 18 1(b)(ii), UK nationals who move to the Netherlands to take up their new role at the Embassy or who start working at the Embassy with no previous record of working in the Netherlands, will be placed on a tax abated salary if deemed to be eligible for Dutch income tax exemption on their salary. Qualifying staff will have no Dutch income tax levied on their salary and will therefore be paid an abated salary reduced by the applicable tax they would have had to pay if that local liability had existed. A tax abated salary ensures a fair and comparable take home pay. Staff on tax abated salaries cannot claim tax benefits in the Netherlands but they are fully and comprehensively covered for social security and deemed to be resident local staff for all intents and purposes.
