Scope of the work:

Under the supervision of the Child Protection Specialist (GBViE), the Consultant will work in close coordination with other experts within the UNICEF Child Protection Programme in Italy. Key responsibilities of the GBV Consultant will include:

 

  • Develop a scoping study methodology and identify geographical areas (at least 6) to prioritize in the scoping study, in consultation with the CP specialist (GBVIE) and based on agreed upon criteria, such as strategic locations (e.g. border areas), data on relevant population presences;
  • Carry out a scoping study in the identified areas, combined with Key Informant Interviews (KII) to inform and validate findings, on ongoing GBV programs, with a focus on refugee, migrant and second-generation women and adolescent led prevention and empowerment initiatives, as well as main priorities and unanswered needs (or existing gaps);
  • Finalize 1 report that should include:
  • mapping exercise (e.g. type of organization; mandate and objectives; description of current and planned GBV program/activities; organizational capacity; area of expertise of personnel employed; geographical coverage);
  • analysis of the gaps in GBV interventions, with a focus on prevention- and empowerment-related activities (specific focus of intervention; profile of individuals/groups; geographic area/locations; funding);
  • concrete and actionable recommendations to inform UNICEF Country Outpost’s strategy.
  • Finalize 1 advocacy brief based on the findings of the scoping study.

Work location: Home-based in Rome, (With travel within Italy).

Applicants are invited to:

  1. Complete their UNICEF profile;
  2. Submit a financial proposal with a daily fee in EUR. Applications without fees will not be considered.
  3. Submit samples of GBV assessment/research/evaluation reports.

Payment schedule: The consultant will be paid based on satisfactory and timely submission of deliverables.

Duration: 34 days between April 2024 and July 2024

To qualify as an advocate for every child you will have… 

  • Advanced Degree is required in gender, migration, international development, law, human rights studies  or another related social science field;
  • A minimum of 8 years of professional experience in gender-based violence prevention, risk mitigation and response programming and/or women and girls empowerment programming;
  • Proven experience in conducting research and assessments;
  • Familiarity with the GBV system in Italy;
  • Experience in working with migrants and refugees;
  • Excellent planning and organizational skills;
  • Spoken and written fluency in English and Italian;
  • Ability to synthesize complex information.
  • Applicants are requested to submit samples of GBV assessment/research/evaluation reports.

Desirable:

  • Familiar with community led initiatives;
  • Ability to work through networking;
  • Self-motivated, ability to work with minimum supervision;
  • Ability to work inclusively and collaboratively with a range of partners, including grassroots organizations, youth organizations, and international NGOs;
  • Experience with UNICEF or other UN agencies strategic planning and programming
  • Familiarity with CP standards.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
