Scope of the work:

Under the supervision of the Child Protection Specialist (GBViE), the Consultant will work in close coordination with experts across the Child Protection and Adolescent Development and Participation (ADAP) sections of the UNICEF Programme in Italy. Key responsibilities of the PSEA Consultant will include:

Capacity-building:

  • Delivery of 10 training sessions to 10 UNICEF partnership managers (PMs)  in the Outpost(PMs) to strengthen their capacity to conduct PSEA assessments of current and new partners and monitor the compliance of their work with the PSEA IP Protocol during UNICEF’s programmatic visits;
  • Conduct 2 sensitization sessions on role-specific responsibilities for personnel of UNICEF ECARO Outpost in Italy;
  • Delivery of 4 training sessions to IPs on specific thematic areas which are present in the UNICEF PSEA Toolkit;
  • Develop and Conduct 1 Training of Trainers  (ToT) to strengthen the capacity of IPs Focal Points to apply PSEA standards in their programmes and activities in a sustainable way;
  • Assist in facilitating 3 online meetings focused on PSEA for the UNICEF-led Women and Girls Safe Spaces (WGSS) Community of Practice  –  an online knowledge and best practices exchange community of personnel of dedicated spaces offering support, safety, and empowerment-promoting activities across Italy for migrant and refugee women and girls.

Technical support:

  • Participate in 10 meetings to provide technical support to PMs through the mentoring of reviews of assessments and action plans of IPs;
  • Participate in 5 programmatic visits to support UNICEF PMs in verifying IPs progress on PSEA action plans, identifying potential risks and defining areas of improvement as needed;
  • Support existing and new IPs in the mandatory migration of assessments to the UN Partner Portal and contribute to the development and implementation of their action plans, as needed;
  • Provide ad-hoc technical support to UNICEF OP’s administrative staff on the implementation of PSEA guidelines and, if needed, adaptation of global tools to the Italian context;
  • In close coordination with the UNICEF GBV Team, contribute to the development and integration of PSEA in a package of GBV risk mitigation and child safeguarding measures to be developed, targeting the formal reception system

Coordination support:

  • Participate in inter-agency meetings to ensure coordination on assessments and follow-up actions for joint IPs.

Payment schedule: The consultant will be paid based on satisfactory and timely submission of deliverables.

Duration: 118 days between March 2024 and October 2024 

To qualify as an advocate for every child you will have… 

  • Advanced Degree is required in international development, law, psychology, sociology, human rights, or another related social science field;
  • A minimum of 6 years of relevant experience in child protection, prevention against sexual exploitation and abuse, gender-based violence;
  • Fluency in Italian and English;
  • Proven ability to effectively design and deliver training on at least one among PSEA, child protection, GBV prevention/mitigation/response;
  • Experience with the inter-agency PSEA strategies and responses as well as PSEA monitoring, capacity plan development
  • Proven knowledge of the protection system in Italy

Desirable:

  • Ability to work through networking and partnerships
  • Self-motivated, ability to work with minimum supervision
  • Ability to work inclusively and collaboratively with a range of partners, including grassroots organizations, youth organizations, and international NGOs
  • Experience with UNICEF or other UN agencies

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
