We are seeking to employ a candidate for the following position:
Hospital Facilities Manager

Main purpose of the job:
Planning, coordinating and monitoring all logistics related activities in the hospital according to MSF protocols, standards and procedures in order to provide support for its medical activities and to ensure the optimal management of the project
Accountabilities:
- Leading and directing all support activities in the hospital, in close collaboration with the clinical and nursing leadership, and developing, assessing and implementing the logistics strategy, policies, tools and procedures specifically in the areas of Watsan, Construction, Energy and Applied Security Assisting LTL in defining the yearly planning, budget and the hospital activities in order to identify and respond to the needs of the population.
- When required, bidding and managing the hospital improvements, maintenance and construction budget and directing construction requirements in collaboration with the construction referent and the logistics team.
- Responsible for the implementation and ensuring the proper functioning of the hospital facilities and structures whether linked to development, installation, maintenance and improvement (e.g., structure, energy, WHS, medical and non-medical materials, communication, cold chain, porting and transfer systems, laundry system, etc.) in accordance with MSF standards and development protocols.
- Ensuring that hospital occupational health and safety systems are in place, maintained and updated when needed (e.g., fire safety including emergency planning, hospital access and security).
- Responsible for hospital hygiene through good management of external cleaning teams, engagement with the IPC supervisor and head nurse for regular audit. Responsible for safe and efficient waste management and managing hospital WHS by supervising the WHS technicians and together delivering a comprehensive hospital vector control mechanism.
- Supporting the project in the implementation of standards and protocols and provide training for the staff on the proper use of the hospital’s infrastructure, equipment and communication tools.
- Ensuring a proper Human Resources setup in order to support the management of the entire medical facility Planning and supervising in collaboration with the LTL / Project Coordination Team, the HR processes (recruitment, training, performance evaluation and internal, external communication) of the hospital logistics personnel in order to ensure both the sizing and the amount of knowledge required for the activity. Providing technical reference to all logistical/technical problems and providing guidance to the logistics staff under his/her responsibility. Supervising the LOG (Technician, Mechanic and Electrician) and WHS specialist teams.
- In coordination with the LTL and the LogCo, reviewing the current hospital logistical management strategies, tools and procedures and recommending possible amendments or revisions in order to achieve effectiveness and efficiency of the hospital support structures.
- Defining and monitoring the technical aspects of the reduction of political risk of the project, transportation, communication, protection, identification and preparation of the technical aspects of security policy and guidelines, evacuation plans and contingency, monitoring daily the application of safety rules and report to the Logistics Team Leader and/or Project Coordinator any problem that may arise.
- Participating in the writing of the monthly reports according to guidelines. Elaborating detailed and structured documents to support implementations in collaboration with the LTL, submitting technical and organisational proposals to improve the hospital functioning
MSF Switzerland Context Specific Accountabilities
- In Nablus, the hospital facilities manager is one of the security focal points and should be able to respond to any security incident inside or around the Hospital. As such, it is important that he can be reached and able to intervene at all times by head of Watchmen, LTL, Project Coordinator or other security focal point.
- Monitoring the hibernation and fire evacuation system and report any defects to the LTL to take corrective decision.
- Ensuring the cleanliness of the kitchen area and tools and monitoring the efficiency of the equipment within the hospital kitchen.
MAIN ACTIVITIES:
- Monitoring on a day-to-day basis the implementation of the Watsan activities (water supply, water treatment, waste management, vector control.Etc) in the project ensuring compliance of MSF standards, protocols, and procedures, and reporting to the logistic team leader and watsan manager on the development of the ongoing programmers.
- Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management).
- Monitoring and ensuring the implementation and daily activities of the biomed and cold chain activities in the project ensuring compliance to MSF standards, protocols, and procedures, and reporting to the logistic team leader and biomed manager on the development of the ongoing programmers.
- Monitoring and ensuring the implementation of the Energy activity in the project ensuring compliance to MSF standards, protocols, and procedures, and reporting to the logistic team leader and Energy manager on the development of the ongoing programmers.
- Follow up preventive and curative maintenance and improvement of hospital structure, energy, WHS, non-medical materials, cold chain, laundry system equipment, etc.) in accordance with MSF standards and development protocols.
- Participating Monthly Report according to the guidelines for the families under responsibility, providing analysis for the Data and recommendation.
- Assisting the hospital management and LTL in defining the yearly planning, budget and the hospital activities in order to identify and respond to the needs of the population.
- In coordination with the LTL, reviewing the current hospital logistical management strategies, tools and procedures and recommending possible amendments or revisions in order to achieve effectiveness and efficiency of the hospital support structures.
- Responsible on the hospital Kitchen and food for patient quality, Ensuring the cleanliness of the kitchen area and tools and monitoring the efficiency of the equipment within the hospital kitchen.
- Quality Management and supervision for the Team under responsibility, JD, Objective and appraisal reviews and implemented, Development plan and trainings according to the identified for the staff and
Safety and security
- Defining and monitoring the technical aspects of the reduction of political risk of the project, transportation, communication, protection, identification and preparation of the technical aspects of security policy and guidelines, evacuation plans and contingency, monitoring daily the application of safety rules and report to the LTL and/or PC any problem that may arise.
- One of the securities focal points and should be able to respond to any security incident inside or around the Hospital. (Reached and able to always intervene by head of Watchmen, LTL, Project Coordinator, or other security focal point persons).
- Insure to implementation all possible security measures and to mitigate MSF standard (security food box, security lights, locks)
- Set and implementation of necessary security SOPs according to the Mosul west Security and Safety plan (hibernation rooms, fire extinguishers and assembly areas, car movement)
- Monitoring the hibernation and fire evacuation system and report any defects to the LTL to take corrective decision.
