iMMAP France/3iSolution is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities. iMMAP France/3iSolution, is the host entity of the Nigeria INGO Forum.
The Nigerian INGO Forum (NIF) is an interagency network of international NGOs, established in 2014 to facilitate the coordination and cooperation of humanitarian aid and development between INGOs and among INGOs and external stakeholders including the Government of Nigeria, Nigerian civil society, UN agencies, diplomatic actors, and donors.
Scope of work
The Nigeria INGO Forum (NIF) is undergoing a transition in its hosting arrangement, moving from one NGO to another. This transition necessitates thorough coordination and strategic planning to ensure a seamless transfer of responsibilities, assets, and operational functions from the current host organization to the new host organization. NIF also requires support to ensure the future funding and hosting arrangements for its localization initiative, PLRCAP, including support in grant writing, identification, and transfer to a new host. PLRCAP support represents 25% of the Consultant’s time.
The Hosting Transition Lead will co-lead the transition process together with the NIF Director and in ongoing consultation with the NIF Steering Committee, ensuring effective communication, collaboration, and adherence to relevant policies and procedures during the transfer. The consultant will oversee the transition in four key areas: Governance, Logs and Admin, Finance, Human Resources. The Hosting Transition Lead will be involved in the negotiations with the new host organization to ensure a smooth transition and establish a solid foundation for hosting the NIF. The Hosting Transition lead will also support the PLRCAP team in its funding efforts for 2025 onward as well as support in its transition efforts to a new host as guided by the NIF Director.

Roles and responsibilities
- Hosting Negotiations
The Hosting Transition Lead will facilitate discussions to clarify roles, responsibilities, and expectations between the NIF and the potential host organization. This includes negotiating terms and conditions of the hosting agreement, encompassing aspects such as office space allocation, asset transfer, financial arrangements, and human resources management, as well as the conclusion of a Memorandum of Understanding. Additionally, the consultant will document agreements reached during negotiations and ensure alignment with the transition plan and objectives.
2. Governance
The Hosting Transition Lead will clarify the host organization’s governance scope, ensure their representation on the Steering Committee, and guarantee staff understanding of proposal policies. They’ll establish meeting frequencies, donor communications, and manage donor relations.
3.Logs and Admin
The Hosting Transition Lead will ensure Secretariat staff understand and agree to new security policies and clarify procurement guidelines. They’ll actively participate in acquiring office space, oversee asset transfer compliance, and liaise with donors for procedural adherence.
4.Finance
The Hosting Transition Lead will ensure NIF staff understand and agree to new finance procedures, including procurement, timesheets, and invoices. They’ll communicate fraud reporting processes and negotiate the bank account decisions and timeline. Additionally, they’ll secure agreements on fund transfers, grants, and membership fees, and reach consensus on audit processes and internal financial report frequencies with the host organization.
5.Human resources
The Hosting Transition Lead will lead in ensuring Secretariat staff understand new HR procedures, update Codes of Conduct, and secure agreement on contract transfers’ process and deadline. They’ll also ensure the new host organization acknowledges the authority of NIF leadership in hiring decisions and facilitate discussions on staff salary scales and benefits to reach agreements.
6. PLRCAP Support
The Hosting Transition Lead will support the PLRCAP team in terms of drafting project proposals and following up with the donors on potential funding opportunities. The Host Transition Lead will also support the PLRCAP team and NIF in the eventual identification of a new host for the PLRCAP project and help ensure the transition of PLRCAP to the new host as outlined above for NIF.
Deliverables
The consultant will be expected to produce the following deliverables:
- A detailed transition plan outlining timelines, responsibilities, and milestones, for NIF and PLRCAP
- Documentation of agreements reached with the host organization (s) in each area of transition.
- Regular progress reports to the NIF leadership and Steering Committee.
Background and competencies
- Bachelor’s or master’s degree in a relevant field 5years (e.g., international development, development studies, organizational development, or any area of social sciences).
- Demonstrated experience in organizational transitions, preferably within the NGO sector.
- Strong understanding of administrative, financial, human resources, and programmatic aspects of NGO operations, and preferably INGO Fora.
- Experience in NGO donor management and reporting.
- Excellent communication and negotiation skills.
- Ability to work collaboratively with diverse stakeholders.
Timeline
The consultant will be engaged for a duration of three months. The exact timeline will be mutually agreed upon between the consultant and the NIF leadership.
Reporting
The Hosting Transition Lead will report directly to the NIF Director and Steering Committee.
Accountability to Beneficiaries
iMMAP France/3iSolution personnel is expected to respect principles of accountability to beneficiaries of iMMAP France/3iSolution programs, in line with international standards while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.
