What we are looking for

NRC Syria looking for a Housing Land and Property Technical Working Group (HLP TWG) Coordinator. The role holder will co-lead the HLP TWG in Syria representing NRC alongside UN-Habitat and UNHCR, including coordination of HLP TWG meetings, forums and other joint events, liaising with HLP TWG members, humanitarian and development actors and relevant authorities, developing and operationalizing the HLP TWG strategy, providing capacity building for partners, and developing technical guidance and tools for humanitarian actors engaged in the response.

Additionally, they will contribute to strengthening coordination and performance to improve effectiveness of the humanitarian response; strengthen the participation and engagement of local and international NGOs in humanitarian coordination.

What you will do

The role will have some of the following responsibilities:

  • Adherence to NRC policies, guidance, and procedures.
  • Provide overall advisory, HLP guidance and technical expertise across sectors such as protection, Shelter, WASH, Site Management, Education, Food Security and other coordination forums enhancing the cross-cutting mandate of ICCG Working Groups/clusters and development architecture that are currently under revision.
  • Support and/or facilitate the day-to-day operational and technical activities of the HLP TWG.
  • Coordinate regularly with other HLP TWG co-chairs and partners.
  • In close coordination with NRC ICLA Specialist to develop integrated responses concerning HLP issues.
  • Provide regular progress reports to the line and technical managers including key updates to donors.
  • Enhance awareness of HLP issues, contribute to evidence-based programmatic decisions, build institutional knowledge, and support humanitarian interventions.
  • Promote and share ideas for improvement and necessary changes in the activities.

What you will bring

  • At least four years of relevant experience with international organisations in humanitarian and/or development contexts.
  • University degree in legal studies with housing land and property background or other relevant fields, Master’s degree is an advantage.
  • Experience in inter-agency engagement, cluster/sector coordination ideally with setting up HLP TWG/AoR.
  • Extensive experience working in a humanitarian/recovery context, with a background in protection or legal assistance.
  • Excellent interpersonal, negotiation, coordination, and information management skills.
  • Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
  • Demonstrated ability for technical advice for the consensual decision-making process.
  • Demonstrated experience in capacity building and development of technical tools and guidance.
  • Experience working with national and international partners.
  • Proven knowledge of housing, land and property (HLP) rights.
  • Fluency in English and Arabic, both written and verbal.
  • Knowledge of protection coordination and leadership in humanitarian emergencies.
  • Strong research background in qualitative and quantitative data collection and analysis.
  • Excellent writing skills and experience in training and facilitation.
  • Prior experience in representing an I/NGO, and advocating on behalf of humanitarian needs, in public forums (e.g. Protection Cluster/Sector).
  • Advanced computer skills, especially in Microsoft Word, Excel, PowerPoint and Outlook.

What we offer:

  • Duty station: Damascus, Syria.
  • Contract:12 months. Renewal based on funding and performance.
  • Travel: 50% within areas of operation
  • Salary/benefits: Grade 8
