INTRODUCTION TO GGGI

PROJECT BACKGROUND

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under the Article 6 which allows for the potential development of international carbon transactions.

The Carbon Pricing Unit (CPU) of GGGI is implementing several programs related to scaling up international carbon trading. By opening up these markets and the resultant flow of transactions it is envisaged a robust and reliable global price for carbon can be establish, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris. GGGI’s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. They also support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation. By early 2024, GGGI’s Carbon Pricing Unit will be delivering its program in over 14 countries, making it a leader in Article 6 technical support and piloting.

As the need for support has accelerated GGGI sought to find the best way to address this increased need. A 2022 survey of GGGI members and partners found that although the vast majority of its members wished to participate in Article 6 markets, they not only felt that they did not have sufficient capacity to do so, but that the bargaining table was uneven: buyers generally having better capacity – more access to information and more support available to them than sellers. To address these issues, GGGI has created the Carbon Transaction Facility (CTF), a collection of funds providing technical assistance and purchasing mitigation outcomes (carbon credits), aligned with Article 6 of the Paris Agreement. The CTF is expected to be operational with the first tranche of funding by mid-2024.

The Mobilising Article 6 Transaction Structures (MATS) Program supports countries to access carbon finance under Article 6 of the Paris Agreement by facilitating the completion of Internationally Transferred Mitigation Outcome (ITMO) transactions. In country implementation is ongoing in three countries, with early investigations in a further two countries. Under the MATS Program, GGGI has been offering tailored support to its member and partner countries in scaling up their capacities to participate in and benefit from Article 6.

OBJECTIVES OF THE ASSIGNMENT

GGGI’s Carbon Pricing Unit is hiring a full-time Consultant based in Seoul HQ who can support the delivery of the MATS Program through the support of administration, reporting and knowledge sharing to ensure successful delivery of the program.

The Consultant will assist the MATS Program Manager and MATS Country Leads to support program countries in understanding and developing institutional frameworks required to participate in international carbon trading under Article 6 of the Paris Agreement. The Consultant will primarily be responsible for program management and operational support, with the guidance of the MATS Program Manager. S/he will also be responsible for adapting existing capacity building and knowledge sharing material for MATS implementation countries and support sharing of knowledge to GGGI staff and outside of GGGI.

The Consultant shall work primarily with the Carbon Pricing Unit in GGGI HQ, but will engage and collaborate with GGGI country teams. S/he will report to the Global Program Manager for the MATS Program also based in Seoul.

DELIVERABLES AND PAYMENT SCHEDULE

The general roles and responsibilities of the Consultant include:

Program Management

  • Support the Program Manager with operational requirements of the MATS program
  • Drafting internal monthly monitoring reports, further to donor monitoring reports
  • Manage reporting and recording of information relevant to procurements under the program
  • Extract information relevant to the program from GGGI systems such as ERP, GO and SharePoint for Program Manager or other CPU managers
  • Support the CPU Carbon Portfolio Officer as requested by providing MATS related data as required for annual reporting, risk management reporting and/or central budgeting
  • Assist the MATS Program Manager in drafting various program related documentation.
  • Coordinate meeting schedules with internal and external stakeholders.
  • Attend relevant meetings, draft minutes, and ensure timely clearance and distribution.
  • Collaborate with other units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as ‘One GGGI’.

Capacity Building & Knowledge Sharing

  • Support the MATS Program Manager and MATS Country Leads in the adapting and enhancing of capacity building materials related to Article 6 of the Paris Agreement, including presentations, reports, surveys and quizzes, etc.
  • Develop coherent, logical, simple and visually attractive capacity building materials in PowerPoint and Word format, relevant for country context; considering how to best engage participants.
  • Support the preparation and logistical planning for capacity building events.
  • Support the documentation of results (preparing minutes, lists of attendance, quality surveys, among others)
  • Assisting the MATS Program Manager in producing various program related communication deliverables (i.e. program communications plan, event write up, press release, story of change, presentations on project achievements).

Other

  • Develop desk research on relevant information related to the Program and prepare brief notes and summary documents of technical information.
  • Be updated on news and releases of technical inputs from the UNFCCC and other relevant institutions and share updates to the CPU team.
  • Other tasks under the CPU and the MATS Program as deemed relevant for implementation success by the MATS Global Program Manager.

GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month according to the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice to GGGI at the beginning of each month for the days worked in the previous month using the template provided.

QUALIFICATIONS
  • Education: Bachelor’s degree in environmental economics or policy, development, environmental law, international business, or other related disciplines related to green growth, sustainable development in energy, waste management or sustainable transport; Master’s degree an advantage
  • Work Experience: preferably 1-3 years of relevant experience with a public or private sector organization. Master’s degree with studies in related fields may be considered in lieu of lack of required experience.
  • A genuine interest in the developing international carbon market space is a must.
  • Experience in developing presentations, reports and other documentation to a very high standard.
  • Knowledge of climate change issues and the Paris Agreement.
  • Experience in developing country contexts is an asset.
  • Fluency to native level in English a requirement. Knowledge of French is an asset.
  • Ability to communicate clearly and effectively through written English with non-native English speakers.
  • Excellent organizational skills with the ability to manage and curate a large amount of information and data in support of program goals.
  • A problem solver, ready to anticipate and provide necessary support to the team leader and those who need support
  • Keen on maintaining a high degree of professional integrity
  • Curious about new environments and new countries
  • Able to effectively communicate, listen to others, and create and promote an environment for open communication
  • Able to work effectively with other teams of a high degree of cultural/professional diversity
