The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

 

This project will have three components:

1.  Institutionalizing Public Service Innovation and Improving Accountability 

2.  Catalyzing Digital Financial Services and Fintech Innovations 

3.  Incubating Private Sector-enabled Public Service Innovation 

 

The a2i project is funded by the Government of Bangladesh, UNDP and is implemented by ICT Division and Cabinet Division.

 

Duties and Responsibilities

Summary of Key Functions:

Under the direct supervision of the HR Officer, the incumbent will perform the duties and responsibilities.

•   Support in Human Resources Management
•   Support in Human Resources and Organizational Development
•   Support in Performance Management
•   Support in Administrative activities

S/he will have the following, but not limited to the following specific duties and responsibilities:
•   Support in Human Resources Management
a.   Full compliance of HR processes and records within compliance with UNDP and GoB rules, regulations, policies, and strategies.
b.   Assists in completing the recruitment process of GoB and UNDP hiring.
c.   Assists the COHR unit in inviting candidates for the written test and interviews.
d.   Support in staff onboarding and offboarding.
e.   Support in personnel record management. 
f.   Support to day-to-day HR activities. 

•   Support in Human Resources and Organizational Development
a.   Conduct training needs assessment. 
b.   Assist in implementing learning and development programs. 
c.   Facilitate organizing online and offline knowledge-sharing courses and sessions in collaboration with national and international institutions.

•   Support in Performance Management
a.   Support to ensure effective and regular performance management.
b.   Support in implementing  performance improvement plans (PIP) to enhance organizational effectiveness. 
c.   Support to ensure the capacity development of the supervisors and supervisees to implement an effective feedback mechanism.

•   Support in Administrative activities 
a.   Coordinate in third-party contract management
b.   Ensure logistical support (ID card, Laptop, and other logistics) for the new staff.   
c.   Support to arrange orientation session for the new staff. 
d.   Support to arrange travel accommodation.

•   The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

4.   Institutional Arrangement
Under the direct supervision of the HR Officer of a2i, the incumbent will perform above-mentioned activities and the HR Officer will be responsible for service evaluation of the HR & Admin Assistant. The HR & Admin Assistant who will be responsible for supporting the human resource and administrative activities. The main objective of human resource is to provide comprehensive support in personnel management. Additionally, contribute to the Human Resources and Organizational Development, focusing on ensuring effective performance evaluations and implementing improvement plans. Moreover, supporting in logistical support and knowledge sharing support for the staff.

Required Skills and Experience

Education:
  • Secondary education is required.
  • University Degree in Business or Public Administration or  Human Resources would be desirable, but it is not a requirement.
  • UNDP HR Certification will be an added advantage.
  • 5 years (with secondary education) or 2 years (with Bachelor’s degree) of relevant HR and/or administrative experience is required at the national or international level.
Experience:
  • At least 2 years of relevant experience in national and international organizations
  • Experience in the recruitment process.
  • Experience in performance management system
  • Experience in excellent oral and written skills; excellent drafting, formulation, and reporting skills.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.
  • Experience in working with the Government, International or local development agencies , or any other humanitarian organization
  • Experience in Human Resources Information Systems (HRIS)
  • Sound experience in maintaining organized filing systems
  • Experience in employee engagement initiatives.

Fluency in written and spoken English and Bangla is required
