As an HR Administrator (HR Services), you will provide technical, analytical, and administrative support within a specific work area in BPRS to ensure the quality of benefits and services for ADB staff and act as back-up for the National Staff in specific work area.

Technical, Analytical and Administrative Support

Support and back up the senior National Staff for specific work areas and verifies that steps and requirements in the workflows are followed to ensure efficient and effective day-to-day administration

Support supervisors in analytical work, projects, implementation of new processes/systems/programs and services, and prepares analytical data and reports, conducts reviews, new staff briefings and presentations.

Ensure conditions of employment/assignment, including secondments, are captured for monitoring and implementation.

Coordinate preparation of estimates of accountabilities and payments for benefits continuation and calculations of salary and benefits payments for staff leaving service, i.e. termination or special leave without pay.

Administration/Claim Processin

Coordinate, valiate and provide guidance in the administration/processing of entitlements and claims to ensure they conform with ADB policies and procedures in relevant work area, including:

  • Checking and ensuring accuracy and consistency;
  • Recommending approval by Specialist; and
  • Liaising/coordinating with internal (Controller’s Department [CTL], Treasury Department [TD], Corporate Services Department [CSD] and Information Technology Department [ITD]) and external contacts (appraisers, credit investigators, local schools, insurers, comparators, etc.) to ensure that work processes are in compliance with policies and procedures.
  • Assist in decision-making process by researching precedents and historical rulings for relevant cases and preparing complete information for reference.
  • Ensure efficient implementation of approved benefits/pension changes and processes.
  • Contribute actively to proper administration of contracts by coordinating closely with representatives of internal and external service providers and other parties for reconciliation and settlement of outstanding accounts; preparing documents for contract renewals, bidding and procurement of goods and services for Reward, HR and Health Services Division (BPRS)

Database Management:

  • Oversee accurate maintenance of relevant system data.
  • Identifies areas needing systems/procedural enhancements to ensure efficient maintenance and processing of HR services and benefits.
  • Provide inputs and assists in monitoring the timeliness and accuracy of revisions of the intranet website, manuals and handbooks to ensure consistency with ADB’s revised policies and procedures

Client Service:

  • Ensure efficient client service by interacting with staff to clarify benefits, entitlements and policy issues; seeks additional supporting information/documents to facilitate processing of claims/applications, and determines whether any issues would need to be elevated to supervisor for review and decision.
  • Coordinate, and as needed, establish links with other service providers, such as CSD, CTL and ITD to resolve client issues

Analytical and Writing Support:

  • Undertake ad hoc studies on HR services and benefits to provide a basis for introducing benefits/entitlements or process improvements/streamlining.
  • Draft standard and non-standard correspondence and reports

Knowledge Management:

  • Support the design and delivery of knowledge tools
  • Document and organize knowledge reference to the HR Knowledge Management Cente

Others:

  • Assist in preparing and monitoring budget for specific BPRS budget items.
  • Perform other tasks as assigned and reflected in the incumbent’s work plan.

Qualifications:

You will need:

  • Bachelor’s degree, preferably major in Management, Business Administration or Science or related fields.
  • At least 5 years of relevant professional experience (e.g. HR, insurance and health services, other employee benefits, etc.).
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
  • Ability to conduct cost-benefit analysis to support decision-making
  • Ability to set priorities for self and junior team members
  • Effective report-writing and communication skills in English and the national language (as required)
  • Proficient in spreadsheets and required information technologies.
  • Effective presentation skills
  • Ability to provide guidance to other administrative staff on assigned area of work
  • Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB
  • Ability to work collaboratively with teams as a constructive team member
