With this organizational change process, UN Women will increase tangible results for women and girls, and for Member States, across it’s triple mandate (normative, coordination, programmatic), by being closer to the countries at the core of UN Women’s work and increase value for money by increasing corporate efficiencies, reducing operational costs in the long term, and placing personnel closer to the people and offices they support. This entails a managed relocation of some functions from our New York headquarters that meet strategic and efficiency objectives.

The HR Advisor, assists in driving the pivot exercise, specifically the HR elements, including a development and implementation of a comprehensive HR support strategy. The HR Advisor ensures implementation of all HR-related activities in accordance with the HR support strategy (i.e. reassignments, staff support, etc.), addresses individual needs of personnel and addresses human-resources related contractual matters. The HR Advisor works closely with the Staff Council, Business Transformation Unit, Legal, the Pivot to the Field Task Team and co-chairs. 

Development and implementation of the UN Women Pivot to the Field HR Support Strategy:

  • In consultation with the Pivot to the Field Task Team and its co-chairs, Business Transformation Unit, HR Division, Staff Council and other stakeholders, develop a comprehensive HR Support strategy that outlines the key activities, timelines, and resources required for the implementation of the HR elements of the Pivot to the Field exercise. This strategy should detail the approach to relocations, job matching, and staff support, ensuring alignment with the organization’s overall objectives and values.
  • Oversee the implementation of the HR Support Strategy, ensuring clear and transparent guidelines for decision-making, equipping personnel with resources for career transition, wellbeing, and counselling services, and establishing clear channels for staff consultations and support mechanisms across all Divisions.
  • Working closely with the Deputy Executive Directors’ offices, the Pivot to the Field Task Team and co-chairs, develop and implement a communications strategy to keep all affected managers and personnel informed of activities relating to the HR elements of Pivot to the Field exercise.

Implementation of organizational restructuring plan including reassignments, recruitment, and management of contractual matters:

  • Analyze the impact on personnel and preparing an action plan and timeline for impacted Divisions.
  • Offering sessions for managers to enable them to deal with individual and team motivation, workforce retention, communicating effectively about change, recognize stress and support personnel through the transition.
  • Coordinate with Human Resources Business Partners, HR Classification Unit and impacted Divisions on internal/external vacancies that may arise as part of the implementation.
  • Oversee the management of contractual matters and ensure harmonized approach for impacted personnel.

Implementation of people centric support:

  • Provide people centric referral and advisory services to personnel impacted by change brought about by Pivot to the Field.
  • Maintain a holistic view of all potential implications for personnel and provide relevant up-to-date information for their individual circumstances.
  • Partner with internal stakeholders, including Staff Counsellors, to ensure full range and customized support to impacted staff as defined by the HR Support Strategy and subsequent workplan.
  • Ensure fair and consistent applicability of the HR Support Strategy across Divisions and impacted personnel.
  • Organize webinars and/or information packages on “work and life in the selected duty stations”

Education and certification: 

  • Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or relevant social sciences is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • At least 10 years of progressively responsible experience in human resource management in UN context is required.
  • Proven experience in change management and staff support during transition is required.
  • Strong understanding of HR principles and practices, particularly in the context of organizational change is required.
  • Excellent communication, presentation and interpersonal skills.
  • Ability to handle sensitive situations with discretion and professionalism.
  • Experience in the usage of computers and office software packages (MS Suites) is required.

Languages: 

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
