Purpose:

  • The People Capability, Culture & Administration Manager will provide support to employees of the Iraq Country Office. lead, direct and manage the day-to-day Human Resources and Administrative activities for the Iraq Country office and sub-offices. The PCC&A Manager will monitor processes related to recruitment and retention, compliance, compensation, benefits, training and development; staff engagement as well as overseeing administrative functions.
  • The PCC&A manager is a member of the Senior Management Team (SMT) and will provide strategic guidance on PCC to the country office.
  • The PCC&A Manager will ensure compliance with global PCC policies and processes as well as local rules and regulations in coordination with the Global Support Center’s PCC technical team. As a member of the global PCC team, the PCC and Admin Manager will promote WfWI culture and values including Diversity, Equity and Inclusions (DEI).

 

Engagement:

  • Coordinate with Finance and Logistics manager in the preparation of monthly Payroll, ensuring that all staff changes are correctly noted (new hires, terminations, promotions, salary changes, etc), monthly attendance sheets are collected for service contractors and temporary staff and compliance with national income tax, social security, and labor regulations both in KRI and Iraq.
  • Coordinate with the Global PCC team on conducting CO salary reviews and job evaluations.
  • Advise Country Director in determining appropriate staffing levels and assist in annual or proposal budget preparation.
  • Assist in the research, review and implementation of an automated Payroll and Human Resource Information Systems (PCCIS).
  • Evaluate the need for employee training and development and recommend training programs to Senior Management.
  • Oversee the coordination and implementation of annual performance reviews.
  • Periodically review Iraqi labor law and update SMT about changes and take necessary actions.
  • Maintain necessary contact and co-operation with the local authorities and relevant international and local NGOs on administrative issues.
  • Coordinate internal & external process to ensure that WFWI meets the government’s requirements for registration and reporting.
  • Responsible for ensuring all WfWI safeguarding policies are understood by staff in their country and all procedures are adhered to at all times.
  • Ensure reporting systems for staff, program participants and community members are open, accessible, and monitored.
  • Responsible for conducting preliminary investigations of safeguarding cases within their country office under the guidance of the Country Director and the Director Safeguarding and Security.
  • Conduct an annual country safeguarding self-assessment and report their results to the Country Director and Director of Safeguarding and Security.
  • Advise and manage the Country Leadership on the most cost-effective medical care plan for staff and dependents.

 

Delivery:

  • Oversee the development of recruitment plans and manage recruitment process that comply with organizational policies as well as applicable laws and regulations.
  • Oversee the new hire orientation process to ensure that all new hire documentation is completed and processed and that all new staff is well briefed on Code of Conduct, Ethics policies, country office policies, procedures and ways of working.
  • Process the offboarding of employees leaving including exit interviews, final pay, and evaluate the data collected from this activity for retention purposes.
  • Develop processes that maintain confidentiality of employee personal data.
  • Conduct yearly Global Policy trainings and track the acknowledgement forms (Whistle Blowing, Code of Conduct and Safeguarding) or on any other different aspect of PCC.
  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are complying.
  • Providing inputs for reports but leading on writing/compiling reports (in general for both, and in PCC / Admin case for donor reports).
  • Monitor benefits and compensation administration ensuring internal equity and compliance with organizational policies and applicable laws both in KRI and Iraq.
  • Responsible for review of all proposed salary decisions for both regular staff and contractors; and making recommendations to Management based on organizational, and country compensation guidelines.
  • Manage Health Insurance agency relations including annual review of agreements.
  • Supervise direct reports in line with WfWI’s performance management framework, including the setting of annual performance objectives, annual performance appraisal and regular 1:1 meeting regarding progress throughout the year.
  • Ensure an accurate and up to date filing system is maintained for the country office and sub-office/s.
  • Work to ensure human resources related decisions are consistent with Global policies and CO Employee Handbook.
