Overview
The Human Resource and Admin Manager will lead and direct the routine functions and organizational development function of Human Resources, including hiring, compensation and benefit administration, performance management and development, employee relations, and engagement and enforce organization’s policies and practices. S/he will also manage and oversee the administrative activities of the organization including asset management, legal compliance, and property custodianship.
Human Resource Management
- Manage and oversee the overall recruitment and selection process.
- Maintain the work structure by updating the job descriptions and specifications for all position.
- Establish and implement HR policies and guidelines to ensure a harmonious workplace.
- Manage and oversee overall employee relation activities such as conflict investigation and resolution and fair and just implementation of due process in handling disciplinary actions and/or termination procedures.
- Conduct and provide support for payroll processing.
- Ensure the organization’s compliance with Philippine Labor Standards.
- Timely implementation and monitoring of performance evaluation and feedback to identify work performance gaps.
- Oversee and implement the organizations’ rules and regulations, policies and guidelines and Code of Conduct.
- Plan, design, and implement necessary training to promote continuous learning, professional development, and employee engagement in the organization.
- Ensure proper and effective employment documentation.
- Conduct Salary Grading and Benchmark to ensure the competitiveness of the organization’s remuneration and benefit package.
- Retain and safe keep human resource records by designing a filing and retrieval system.
- Direct and supervise subordinates and provide coaching and training as necessary.
Administrative and Assets Management
- Ensure successful registration, application of permits, accreditations, and other required legal compliance.
- Ensure that the procurement of supplies and other assets adheres to the Procurement Policy.
- Establish asset monitoring and ensure safekeeping of supplies, documents, and other materials.
- Serve as primary custodian of major equipment of the organization, such as but not limited to Company Vehicles.
- Ensure that all utilities are paid accordingly.
- Establish administrative policies to ensure proper utilization of materials, equipment, and other organization’s resources.
Management Support and Responsibilities
- Identify and recommend improvements to internal standard operating procedure.
- Maintain and enhance employee compensation and benefits program.
- Partners with management to ensure HR strategy and goal are aligned with organization’s initiative.
- Plan, forecast, and manage HR and Admin budget.
- Participate in the Management Team Meetings.
- Provide support in the preparation of compliance report.
- Maintain effective working relationships with the organizations’ external partners.
- Ensure that FTCPI representation is transparent to any stakeholders.
- Other analogous tasks assigned by management.
Job Specification
Education Requirement:
Graduate of bachelor’s degree in psychology, Human Resource Management, and other related courses.
Skills, Experience and Abilities Requirement:
- Proven working experience as HRA Manager, HR Supervisor or HR Manager
- Relevant Bachelor’s Qualification.
- Proven knowledge of HR Management, HR best practices, standards, and law regulation.
- With at least 5 years of experience in the same field.
- Great interpersonal and verbal communication skills
- Strong understanding of Philippine Labor Law.
- Excellent oral and written communication with the ability to effectively communicate across all levels in the organization.
- Strong problem-solving and conflict-resolution skills.
- Strong sense of confidentiality
- Detail-oriented with passion for accuracy
- Strong time management and organization skills.
- Has the ability to direct and supervise.
- Preferably with international NGO experience.
