OBJECTIVES OF THE PROGRAMME

The WHO’s Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.Within WHE, the HR Team is responsible for the provision of high-quality HR services, including during emergency response, as well as effective monitoring of (and compliance with) SOPs leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

The purpose of the post is to provide a wide range of HR support services for the Health Emergencies Programme focusing on: recruitment, pre-boarding and on-boarding formalities for staff and non-staff deployed for outbreaks and health emergencies; compensation & entitlements of emergency workforce; and to be the operational arm of the WHE programme. S/he also contributes to the overall HR goal of creating a credible, pro-active HR Unit that is perceived by staff and management as a value-added resource, where confidentiality is maintained, and creative solutions are developed.

Within the delegated authority, the incumbent is assigned all or part of the following responsibilities:

Contract and entitlements management

Primary focal point for:

  • Briefings and advice to personnel at all levels on WHO rules and regulations, employment conditions, entitlements, and standard operating procedures.
  • Contractual and payroll matters, liaising closely with colleagues in the Global Service Center (GSC).
  • Queries from staff and managers regarding employee and management self-service functions in the Global Management System (GSM).

HR monitoring, compliance, reporting and initiation

  • Monitors contract extensions, probationary periods, conversion of appointments, retirements, acting arrangements, WIGIs and maximum duration of contracts, to ensure timely initiation of HR actions and compliance with WHO rules and regulations.
  • Initiates and drafts correspondence related to various HR actions (waivers, acting arrangements, exceptions, lateral transfers, etc.) and initiates GSM transactions following consultation with the manager and WHE/HRO.
  • Monitors performance management compliance and liaise with managers to ensure timely completion of reports.
  • Monitors leave and absence in close consultation with the designated leave administrators within the programme.
  • Conduct first level analysis and review of requests for hiring of consultants and interns to ensure completeness and compliance of submissions with HR policies and escalate as needed.
  • Prepare regular HR reports and statistics as needed.

HR planning and implementation

  • In close consultation with the WHE/HRO, supports the programme HR planning and implementation by providing updated reports of the workforce and status of vacant positions, updating these reports regularly.
    initiating requests for advertisement and hiring and ensuring that the associated actions in GSM are initiated.
  • In close collaboration with the Programme Officer WHE manages the establishment and maintenance of the HR Plan in GSM ensuring GSM reflects the approved HR plans for the programme.
  • Ensures compliance with the usage of standardized post descriptions and escalating to the WHE/HRO any deviations.
  • Supports restructuring/re-profiling and other review exercises by providing analysis, reports, data and organigrams as needed.

Selection and Recruitment processes

  • Reviews all requests for recruitment, researches and prepares relevant background documentation, provides first recommendation to supervisor for decisions, and processes the necessary actions in the online recruitment tool.
  • As required, screens applications for relevant minimum qualifications, reviews all documentation submitted by the Interested Party, arranges and follows-up on each stage of the selection process, including securing all required documentation from candidates.
  • Participates in selection panels for GS and Professional up to P2, organizes interviews, assists in drafting of interview questions and the final selection report.

Emergency response operations

  • Initiate HR Actions under emergency procedures, liaising with HQ and Country Offices to ensure quick action in emergency response activities, including timely submission of Travel Requests, Evacuations, and deployment of staff.
  • Upon request provide support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.

REQUIRED QUALIFICATIONS

Education

Essential: Graduation from secondary school or equivalent.
Desirable: Training or higher education in the area of human resources/administration.

Experience

Essential: 8 years of work experience in administrative/HR related work, with considerable exposure to HR practices, rules and policies in an organizational context. Proven experience in the use of Enterprise Resource Planning (ERP) systems
Desirable: Experience working in WHO or another UN Agency in the area of Human Resources Management. Experience in supporting Emergency operations. Experience working with Taleo recruitment tools.

Skills

Knowledge of the human resources policies and practice.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 382,145 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
