Office/Unit/Project Description 

Vision 2030 was adopted as a methodology and roadmap for economic and developmental action in the Kingdom of Saudi Arabia. To grant the Kingdom a leading position in all fields, the Vision sought to identify the country’s general directions, policies, goals, and objectives. Accordingly, this requires Saudi Arabia to open up to the external world,   as well as strengthen its positive global image while enhancing regional relations. This, in turn, accentuates the role of the Ministry of Foreign Affairs in the realization of Vision 2030. While the Vision requires promoting economic and commercial activities, enhancing public services for citizens, the efficiency of public expenditures and upgrading resource allocation, it also highlights the importance of cooperation with the United Nations System. Particularly, it highlights the potential UNDP has as the UN Agency with the largest presence in the Kingdom. The Ministry of Foreign Affairs is UNDP’s chief coordinating agency through which programming in the national context is undertaken with all other partners in the Kingdom. However, UNDP is uniquely positioned to leverage its international name recognition, presence, and networks to support the Ministry of Foreign Affairs fulfil its mandate. Consequently, the Umbrella Programme for Advisory Services to MoFA was developed as a flexible cooperation framework to encourage MoFA to increase its programmatic engagement with UNDP. The extant Project Document was signed on 01 September 2018, with the following pillars: Strengthening the public diplomacy, supporting Prince Saud Al-Faisal Institute of Diplomatic Studies, Providing advisory services to the organizational units at MoFA (political-economic, specialized consular, general affairs, planning and development, legal unit and human resources unit) Promoting the international representation of Saudi Arabia, and finally, Supporting recruitment of Saudi nationals in the UN system.

Scope of Work 

The HR Consultant shall carry the overall responsibility of supporting MOFA to successfully complete specific projects and capacity development in Human Resources.

The key areas of work and responsibilities under this TOR include:

  • Review and develop human resources policies and procedures.
  • Contribute to the preparation and review of plans related to human resources, such as recruitment plans, workforce plans, and development and training plans.
  • Drafting reports on human resources challenges and solution proposals.
  • Participate in projects related to human resources.
  • Study and analyze international experiences and practices specialized in the human resources.

Institutional Arrangement

Identify the direct supervisor (s) and attach a general overview (or Organigram) in an Annex to show the position of this function within the office and unit structure (without indicating names of individuals).

Minimum Qualifications of the Successful NPSA

Min. Education requirements
  • Advanced university degree (master’s degree or equivalent) in Human Resources, Business Administration, Public Administration, or related field is required; or · A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP
Required  skills
  • Experience in Human Resources practice.
  • Experience with government counterparts.
  • Excellent interpersonal skills, including ability to establish strong cooperative relationships with senior government

officials and a diverse set of partners.

Desired skills in addition to the competencies covered in the Competencies section
  • Excellent knowledge of Human Resources principles and best practices.
  • Knowledge & experience in working with governmental entities in Saudi Arabia.
  • Excellent interpersonal skills, including the ability to establish strong cooperative relationships with senior government officials and a diverse set of partners.
  • Excellent communication and presentation skills.
Required Language(s)
  • Expert proficiency in Arabic Language is required,
  • Intermediate proficiency in English language
Professional Certificates A CIPD Certificate is an advantage

General Terms and Conditions:

  • When work circumstances necessitate the travel of an expert outside Riyadh city (Within the Kingdom), he/she shall be entitled to Travel Allowances equal to the period of his fieldwork based on UNDP rules and regulations.
  • The Arabic Language Editor is required to follow high-quality professional procedures in performing his work assignments.
  • The Editor is entitled for 30 days annual vacation, and the UNDP project CTA shall coordinate vacations according to work requirements and availability of a replacement within the UNDP team.
  • Although not expected to be frequent, should work assigned to the Editor require his/her attendance to work in the office during off-days or government holidays, he/she should attend without extra costs.
  • The Editor shall be subject to a three-month probation period during which the UNDP project management evaluates his/her performance and work ethics for longer contracting.

The following documents shall be required from the applicants:

  1. Personal CV or P11, indicating all past positions held and their main underlying functions, their durations (month/year), the qualifications, as well as the contact details (email and telephone number) of the Candidate, and at least three (3) the most recent professional references of previous supervisors. References may also include peers.
  2. A cover letter (maximum length: 1 page) indicating why the candidate considers him-/herself to be suitable for the position.
  3. Managers may ask (ad hoc) for any other materials relevant to pre-assessing the relevance of their experience, such as  reports, presentations, publications, campaigns or other materials.
