The EFTA Surveillance Authority (ESA) is an international organisation which monitors compliance with the Agreement on the European Economic Area (EEA Agreement) in Iceland, Liechtenstein and Norway, enabling those States to participate in the Internal Market of the European Union.

ESA’s work helps remove barriers to trade and opens up new opportunities to over 450 million Europeans, creating jobs and growth and adding to the international competitiveness of the States.

ESA currently employs staff members of 21 different nationalities from across the EEA. Based in Brussels, ESA is collocated with in the EFTA House with its sister organisations the EFTA Secretariat and the EEA and Norway Grants (FMO).

The EFTA Surveillance Authority (ESA) is seeking an experienced and motivated HR Coordinator to join its HR Team within the Administration Department. The Administration provides administrative management and integrated services to optimise the working environment. Acting as a strategic internal partner to the organisation, the Department provides services in HR, Finance, and ICT.

We are looking for an experienced, flexible and service-minded individual, with a keen focus on continuous improvement, to work in a dynamic international environment. The right candidate will have the capacity to work on a diverse portfolio of tasks and collaborate with colleagues across ESA. This position is ideal for a candidate who thrives on contributing to an inclusive, motivated, and productive working environment.

The HR Coordinator is responsible for administering end-to-end recruitment processes, with a special attention to the Junior Professionals Programme. The main accountabilities include coordinating HR outreach activities to enhance ESA’s employer branding, maintaining HR systems and records, and contributing to the development and implementation of new systems. Additionally, the HR Coordinator organises the internal training and development program, promotes awareness of ESA’s wellbeing offer, handles contracts and other HR administration tasks, and collaborates with the HR Team to ensure continuous improvement and modernization.

The HR Coordinator, together with the HR & Payroll Officer, reports to the Head of HR. Success in this position requires a high level of independence, a strong sense of responsibility, and the ability to thrive within a small team.

Role Description

The HR Coordinator’s responsibilities include the following:

  • Administering end-to-end recruitment processes, onboarding and offboarding;
  • Coordinating HR outreach activities and identifying opportunities to enhance ESA’s employer branding;
  • Maintaining HR systems and records, contributing to development and implementation of new systems;
  • Acting as the main coordinator for the internal training and development programme and contributing to its budget management;
  • Promoting awareness of ESA’s wellbeing offer;
  • Handling contract, personal files and other HR administration;
  • Collaborating with the HR Team to ensure continuous improvement and modernisation;
  • Planning and organising events such as the Moot Court competition winners’ week.

Perform any other related duty as assigned.

The following are essential

  • Bachelor’s degree in HR management, or a related field;
  • Minimum 3 years’ HR experience gained in the private or the public sector;
  • Attention to detail and sound knowledge of the use of HR systems and web-based recruitment tools;
  • Strong interpersonal and communication skills;
  • Ability to work independently and prioritise competing demands;
  • Initiative and a strong interest in continuous improvement;
  • Experience with HR systems and web-based recruitment tools;
  • Strong IT skills, especially in Microsoft Office solutions;
  • Excellent command of written and spoken English (ESA’s working language);
  • Good understanding of French and/or Dutch (the host country languages).

The following are desirable

  • Experience in an international organisation or national administration;
  • Knowledge of Microsoft Dynamics 365;
  • Project and/or programme management;
  • Experience with diversity programs.

This position will be filled in accordance with ESA’s policy on Recruitment available at: https://jobs.eftasurv.int. The position is placed at grade B5 of ESA’s salary scale, with a likely starting salary of between €63 000 and €67 000 per annum. Depending on personal situation and family status, additional allowances and benefits may apply. Tax conditions are favourable.

Type and duration of appointment: fixed-term contract of three years, renewable for a further three years if desirable and in the interest of ESA. Candidates must be nationals of the States party to the EEA Agreement (EU + EEA EFTA) at the point of application and the time of any offer being made.
