Brief description of the organization

Yazda Iraq is a local organization registered in both Iraq and the Kurdistan Region of Iraq. It operates as a subsidiary of the global Yazda organization and adheres to the same mission: supporting vulnerable communities, particularly those affected by genocide and mass atrocities. In Iraq/KRI, Yazda implements programs focused on advocacy, legal assistance, humanitarian aid, and community and survivor empowerment initiatives. The Country Director leads these efforts, ensuring they align with organizational goals and respond effectively to local needs

 

Purpose of the Position

The purpose of this position is to lead and manage all Human Resources functions within Yazda, ensuring that HR operations are efficient, compliant, and aligned with organizational policies and Iraqi labor laws. The role is responsible for overseeing recruitment, onboarding, performance management, staff development, compensation, and employee relations. By supervising the HR team and working closely with project managers and the Operations Manager, the position ensures that Yazda maintains a supportive, transparent, and well-structured work environment that enables staff performance, organizational growth, and the delivery of high-quality programs.

 

Reposilities: 

Reporting to the Operations Manager, the HR Manager will be responsible for leading and overseeing all human resources functions across Yazda to ensure alignment with organizational goals. Key responsibilities include:

  • Develop and implement HR strategies, policies, and procedures that support organizational objectives, legal compliance, and best practices.
  • Lead recruitment, onboarding, and retention efforts to ensure the organization attracts and retains high-quality talent.
  • Oversee performance management, staff development, and training initiatives to enhance workforce capacity and engagement.
  • Manage employee relations, providing guidance to managers and staff on HR issues, conflict resolution, and organizational culture.
  • Ensure accurate HR records, payroll processes, attendance, and leave management across all departments.
  • Take the lead on social security, tax, and coordinate with relevant government authorities to ensure compliance.
  • Monitor compliance with local labor laws and organizational policies, and provide timely advice to senior management.
  • Lead HR reporting and analytics to inform decision-making, including workforce planning, turnover, and performance trends.
  • Drive initiatives to strengthen employee engagement, well-being, and a positive organizational culture.
  • Mentor, supervise, and provide guidance to HR staff to ensure effective HR service delivery.
  • Represent the HR department in senior management meetings and contribute to organizational strategic planning.
  • Perform any other HR-related tasks required to support the department and organizational objectives.

Qualifications & Preferred Skills

Skills and Qualifications

Education & Experience

  • Bachelor’s degree in Human Resources Management, Business Administration, or a related field; Master’s degree is an asset.
  • Minimum of 4–6 years of progressive HR experience, preferably with an NGO or international organization.
  • Experience in recruitment, onboarding, performance management, and payroll processing.
  • Prior experience supervising HR staff is strongly preferred.

Technical Skills

  • Strong knowledge of Iraqi Labor Law and applicable employment regulations.
  • Understanding of HR compliance, due diligence, and best practices in HR administration.
  • Proficiency in HRIS, digital timesheets, and MS Office applications (Word, Excel, Outlook).
  • Experience preparing payroll, salary cover sheets, and employee records.
  • Excellent documentation, reporting, and record-keeping skills.

Language Skills

  • Fluency in Kurmaji, English, and Arabic (all written and spoken).
