The HR Officer will be responsible for providing comprehensive human resources support to IUCN Med (International Union for Conservation of Nature Mediterranean), including recruitment, personnel management, employee relations, and administrative tasks. Additionally, the HR Officer will assist the technical staff with procurement and contract management.
Responsibilities:
- Support the implementation of HR policies, strategic plans and initiatives in Med Office.
- Act as a primary point of contact for the employees and managers, developing a trusting and consultative relationship with all levels of managers and employees.
- Develop and maintain a strong understanding of the office strategy and work and build relationships with senior management to improve overall capacity to manage people in the unit.
- Build manager and staff knowledge of HR policies and practices through regular information and training.
- In conjunction with IUCN HR teams, manage the recruitment and hire of internal and external applicants from initiating terms of reference and position requirements to reference checks, offers and relocation support.
- Oversee and manage the personnel data in the Human Resources Management System (HRMS) and ensure the successful delivery of operational HR services to all staff.
- Manage end of employment and departure processes and advise line management accordingly;
- Provide leadership and support to management on the complete range of human resources activities including employee relations, conflict management, employee grievances, benefits and compensation, full employee life cycle, including separations, inclusion and workplace health initiatives, learning and development, workforce planning, organization structure, etc.
- Ensure the timely completion of all activities of the performance development cycle, build managers and staff capacity to develop their performance and others through feedback conversations.
- Coordinate and supervise preparation of employment contracts, renewal and extension of residence permits;
- Ensure that the accurate Job Descriptions are in place for all staff, advise and assist line managers with writing job descriptions;
- Handle staff immigration processes, including visa applications, and register new staff for the Spanish social system;
- Supervise all matters relating to IUCN payroll in Spain;
- Support the Med Director in the strategic organizational development of Med and develop and conduct measures for employee development;
- Develop local Conditions of Service and make sure they are kept up to date and in line with local legislative requirements;
- Ensure the implementation and compliance with IUCN global compensation policies and ensure staff are paid competitively within the approved pay structure;
- Draw the attention to any instances of HR risks, issues, legal compliance, performance and conduct, employee relations, among others, and possible resolutions;
- Regularly update the organigram and the IUCN Policies, such as the Safety & Security Policy and the Conditions of Service;
- Actively take part in in budget planning and implementation; lead the annual headcount and workforce planning process Med Office.
- Perform other duties as may be reasonably required.
Requirements :
- Bachelor’s degree in a subject related to human resources management, business administration or equivalent;
- At least 7 years of professional experience of which 3 years in an HR generalist position;
- Excellent knowledge of Spanish labour law and social security regulations
- Ability to build and maintain positive relationships with colleagues;
- Experience in staff planning, onboarding, coaching, and conflict resolution;
- Ability to maintain workplace privacy;
- Excellent organizational and interpersonal skills
- Proactiveness at work and ability to work independently;
- Timely and accurate handling of tasks and assignments;

- Ability to work with in multi-cultural and diverse environment.
- The candindate should have a valid EU work permit
