The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy, global HR policy and advisory services and operational HR measures which support the work of WHO and its member states, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Acquisition and Talent Management (including Workforce Planning, Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common System’s Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global staff/management relations, and representation of WHO in inter-agency UN Common System HR initiatives.

Description Of Duties:

  • Under the overall guidance and supervision of the Team Lead, HR Liaison Services, the incumbent works closely with the managers and administrative/HR counterparts in the various departments across Headquarters.
  • The HR Officer plays a key role in the advertisement and management of consultants and affiliate contracts.
  • The incumbent works in close collaboration with all units in HRT and is also the focal point for policy advice and support for the HR Division Partners (HBD) and the HR Emergency/Event Response (HBE).
  • The incumbent will supervise a small team of administrative staff responsible for supporting HR operations and processes, providing guidance and mentorship to the team, fostering a collaborative and high-performance work environment, and ensuring efficient and effective HR services delivery, including task assignment, performance evaluation, and professional development.

Consultant/Affiliates Selection and Onboarding:

  • Manage the end-to-end competitive selection process for consultants and affiliates, including reviewing Terms of Reference, advertising opportunities, and advising on selection procedures.
  • Review Terms of Reference, proposed rates and publish individual opportunities as well as for the establishment of rosters of consultants and affiliates.
  • Provide advice and guidance on competitive processes, and review submissions to ensure due diligence and compliance.
  • Review final submissions, analyze the processes conducted and assess the proposed list of experts to be included in the roster for validation and certification before submission for HRT approval.
  • Review draft Terms of Reference before issuance of contract.
  • Oversee consultant onboarding, ensuring smooth integration into the organization and providing orientation on HR policies and procedures.

HR Policy and Compliance:

  • Stay up to date with UN HR policies, guidelines, and regulations to ensure compliance with all HR matters related to consultants and affiliates.
  • Advise consultants, affiliates and HR colleagues on relevant HR policies, procedures, practices, and standards.
  • Contribute to the development and improvement of HR policies and guidelines related to consultants and affiliates.In collaboration with the Team Lead, contribute to the drafting of communication material and eManual provisions, as well as collect and consolidate feedback.
  • Perform all other related duties as assigned.

Required Qualifications:
Education:

  • Essential: A first level university degree in human resources management, public or business administration, law, or a field related to the functions of the position.
  • Desirable: An advanced university degree in human resources management, public or business administration, law, social sciences or another area relevant to the functions of the position. Training or certification in human resources management.

Experience:

  • Essential: A minimum of 5 years of progressively responsible professional experience in human resources management, including in the area of non-staff contracts such as consultants, special service agreements and others.
  • Desirable: Relevant experience in WHO, UN system or other specialized agencies.

Skills:

  • Strong knowledge of human resources management principles, practices, and regulations.
  • Proficiency in HR information systems and databases.
  • Excellent organizational and time-management skills.
  • Strong analytical and problem-solving abilities.
  • Effective communication and interpersonal skills.
  • Ability to lead and manage a team.
  • Knowledge of WHO HR policies and regulations is highly desirable.
