ORGANIZATIONAL CONTEXT

Multiple crises have impacted food insecurity in the Syrian Arab Republic, severely constraining access to adequate food. WFP’s 2022 annual food security and livelihood assessment found that 12.1 million people were food insecure and a further 2.9 million at risk of food insecurity. The Interim Country Strategic Plan (ICSP) aims to respond to the growing food and nutrition needs, the severe deterioration of livelihoods and resilience, and the collapse of food systems. Targeting is being refined to prioritize the most severely food insecure and malnourished. The Syria Country Office is conducting and organizational alignment (OA) with the aim of aligning its structure and workforce’s profiles and capabilities to best support its strategic and operational priorities and ensuring that the composition of its workforce is commensurate with the objectives and cover the span of skills and capabilities required to provide the required assistance to beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Sr HR Officer, the HR Officer (Organisational Alignment Coordination) will be responsible for the coordination of the implementation phase of the organizational alignment. S/he will actively engage with all stakeholders and provide key coordination to related activities in the areas of talent acquisition and entitlements management. The incumbent will support driving related processes & activities to lead to a successful completion by 31 December 2024.

  • Contribute to the development – and continuous adjustment – as well as delivery of the implementation plan, sequencing recruitments according to available resources, including mapping stakeholders involvement, deliverables and timing milestones.
  • Actively engage with all stakeholders to maintain momentum & coordinated approach, ensure constant alignment with objectives and adjustment of priorities according to context evolution.
  • Design a communication and engagement strategy and plans; develop regular communications through various support and frequently take stock of outputs’ alignment with needs to maintain relevance.
  • Identify challenges which may arise during the course of the OA implementation, propose solutions and contribute to the successful activation of corrective measures.
  • Fully participate in recruitments (from triggering process to final selection) and work with the Talent Acquisition team for more complex processes (e.g. multiple duty station VAs).
  • Provide guidance and advice to HR team, hiring managers and staff, ensuring compliance with HR framework and OA special measures.
  • Plan a dedicated onboarding related to the OA, inclusive of mapping and identifying tools & strategies leading to capabilities strengthening of national staff.
  • Support the skills mapping project through balancing engagement of managers and staff in the OA implementation and inputs into skills assessments.
  • Produce regular reports, presentation project updates and statistics on the OA project and implementation and submit a final report documenting the OA process, special measures, statistics.
  • Document lessons learned with multi-stakeholders’ perspectives including recommendations.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with two additional years of related work experience or trainings/courses.

Experience: Six (6) years or more of progressive responsible professional work experience in Human Resources, talent acquisition, entitlements management, or capabilities strengthening, preferably within the humanitarian sector. Additional experience:

  • Demonstrated ability to manage projects within HR spectrum.
  • Track record of successful project delivery.
  • Experience in talent acquisition and sourcing.
  • Experience in team management and coordination.
  • Experience within WFP and/or other UN agencies is an added value.

Language: Fluency in written and verbal (level C) in English language. Knowledge of Arabic is desirable.
