MSF ou Médecins Sans Frontières est une organisation humanitaire internationale qui apporte une aide médicale d’urgence à des populations confrontées à des crises menaçant leur survie, et ce, depuis bientôt cinquante ans. D’ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d’intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c’est pourquoi une assistance médicale internationale est essentielle aux populations.

 

Si vous avez entendu parler des actions humanitaires MSF, c’est parce que MSF prend la parole publiquement pour tenter de faire sortir une crise de l’oubli, alerter l’opinion sur des exactions commises loin des caméras, critiquer les insuffisances du système de l’aide, ou lorsque l’assistance est détournée de son objectif premier pour servir des intérêts politiques. 

 

Réunies autour d’une même charte, les équipes de MSF sont composées de personnel médical, logistique et administratif venant de tous les continents. Volontaires internationaux ou employés localement, ces équipes apportent leurs secours dans le respect des principes de l’action humanitaire et de l’éthique médicale.

Context
At the heart of the Department of Operations of the MSF Geneva Operational Centre (OCG), the “Cells” are the direct interface from headquarters (HQ) to the field missions under their responsibility. Each member of the Cell is in charge of a specific component under the supervision (functional link) of a Program Responsible, with a hierarchical link to the coordinator of the relevant department.
Cell 5 (located in Amman, Jordan) currently supports three missions: Lebanon, Iraq and Yemen.
Cell 5 is made up of a multidisciplinary team of 9 people: Program Responsible, Deputy Program Responsible, Medical Polyvalent Responsible, HR Operational Partner, Operations Logistics Referent, Supply Referent, Finance Controller, Strategic Communications Advisor, and HROP Support.
The Human Resources Operational Partner (HROP) centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the Cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM), and other MSF operational centers (OCs).
Objectives of the position & scope of responsibilities
As a member if a multidisciplinary team (the Cell), the HROP ensures that the HRCos have all they need to perform their role and to be responsible for the HR management in their missions.
S/he advises and supports the HRCo and the HoM in the design, development, and implementation of mission’s HR strategy in order to efficiently contribute to the achievement of mission’s operational objectives. S/he mobilizes other HR units and services when a need in a specific support is identified or expressed by the mission.
As a strategic partner of the operations and as a member of the Cell, he/she participates in the definition of the objectives and the operational strategy of the missions supported by his/her Cell and of the various HR units of the HQ, while having a cross-functional vision of institutional challenges, a global vision of HR issues and a constant attention to the implementation of the OCG Strategic Plan.
For the missions supported by his/her Cell and in priority, s/he:
→ Guides the HRCos in defining the mission’s HR strategy.
→ Supports HRCos in defining, adapting, developing, and overseeing the implementation of the mission’s HR policies and ensure that they are consistent with the context, operational and institutional challenges, and the HR strategy.
→ Provides technical expertise to the missions in terms of HR Management (HRM) and alerts of the HR issues that the missions could face while leaving latitude and room for maneuver to the mission to identify solutions adapted to the situations in the field in a spirit of empowerment of decisions and risk reduction.
→ Accompanies the HRCos in making major decisions related to people management on the mission.
→ Advises on the composition of the teams (size, expertise, diversity).
→ Pays constant attention to the development of the members of the HR sector and the HR competencies present in the missions.
The HROP directly supervises the new Cell 5 HROP Support’s role.

Requirements
Education:
Preferably a degree in Human Resources/Management, Social Sciences, Humanitarian Law.
Additional operational & HR MSF training an asset.
Experience:
Minimum 24 months in the field as HRCo with MSF
Preferably one recent mission as HRCo with OCG.
Experience as a project coordinator is a plus.
Mastery of MSF tools and HR fundamentals
Experience in creating HR development plans will be an asset.
Experience in developing DEI actions and policies.
Professional competences, personal abilities and qualities:
Confirmed expertise in HRM
Solution oriented, strategic thinking and critical analysis
Analytical skills, ability to work with indicators and propose plans based on analysis
Leadership and team management skills
Computer skills: Windows 10, database, Excel (at the level of use of macros), Homere, Power BI
Ability to build and develop diverse and inclusive teams
Negotiation skills
Excellent organizational, decision-making and communication skills
Capacity to work under pressure and to manage stress
Ability to set priorities and make decisions
Languages:
Minimum C1 in English (spoken and written), French is an asset
Contract
Full-time position 100%
Open-ended Jordanian contract, commitment to 3-years term, renewable once and maximum 6 years assignment (mandated position)
Position based in Amman with regular visits to the field/missions
Ideal start date: October 2024
Gross monthly salary: 3’300 JOD (+ seniority in MSF) according to the internal regulations and salary grid of MSF in Amman
Relocation package for staff recruited from abroad
