TERM OF REFERENCE AND REQUEST FOR PROPOSALS

THE CARTER CENTER- HR/RECRUITMENT AND HIRING SERVICES for LUANDA AND KUNENE

Introduction

The Carter Center wishes to contract an experienced Human Resource/Recruitment firm to facilitate our staffing and hiring needs for various roles in Angola.

About the Carter Center

The Carter Center is guided by the principles of our founders, Former President Jimmy and Rosalyn Carter. Founded in partnership with Emory University on a fundamental commitment to human rights and the alleviation of human suffering, the center seeks to prevent and resolve conflict, enhance freedom and democracy, and improve health.

Background:

The Carter Center is a not-for-profit organization based in the United States of America that has been working for nearly forty years to promote health and peace. Since 1986 the Carter Center has led the global campaign to eradicate Guinea worm disease (GWD, or dracunculiasis) together with a coalition of institutions, including the World Health Organization (WHO), U.S. Centers for Disease Control and Prevention (CDC), and United Nations Children’s Fund (UNICEF) to eradicate Guinea worm. The Carter Center provides technical, financial and logistical assistance to national Guinea worm eradication programs in endemic countries. Once accomplished, Guinea worm disease will be the second human disease and the first parasitic disease to be eradicated, and the first disease to be eradicated primarily through behavioral change at the grassroots.

In 1986 there were an estimated 3.5 million cases of Guinea worm disease annually in 21 countries in Africa and Asia. In 2022, only 13 human cases were reported and only 5 countries in the world remain endemic: Angola, Chad, Ethiopia, Mali and South Sudan. These countries face an additional challenge in the last mile of the campaign, which is infections in animals, primarily domesticated dogs. The worms infecting animals are identical to those in humans, so transmission must be stopped in both to achieve eradication. In 2022, 677 infected animals were detected, including 7 dogs in Angola.

Angola was declared endemic for Guinea worm disease (GWD) in 2020, following three consecutive years of reporting cases/infections: one human case each in 2018, 2019 and 2020 and one dog infection in 2019. Although Angola reported only 7 infected dogs in 2022, and so far in 2023 Angola has detected 18 laboratory confirmed GW infections amongst dogs.

In 2019 the Ministry of Health of the Republic of Angola requested assistance from The Carter Center to support efforts to stop transmission and on November 19, 2019 the Ministry of Health and The Carter Center signed a Memorandum of Understanding (MOU) to that end. Earlier this year, The Carter Center was formally registered to operate as an INGO in Angola and is in the process of opening an office and operations.
