The role encompasses supporting line managers and staff in implementing NRC HR policies, ensuring compliance and providing guidance on procedures. It involves overseeing the process for contingent workers, managing recruitment, contracts, and rotations.
The focal point for the HR system ensures accuracy and updates in the HR database. Entry and exit procedures are established and maintained, and terms of employment are enforced. Responsibilities include filing documentation, developing job descriptions, preparing reports on payroll and HR metrics, and conducting recruitment activities. Additionally, the position holder provides support on HR matters, promotes organizational behavior, and escalates risks promptly to the Country Office. Regular visits to sub-offices in Tuz and Ramadi are conducted to support operations.
RESPONSIBILITIES
What you will do
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents in line with SSD policy
- Promote and share ideas for improvement of the support function
- Provide HR technical support and capacity building for staff and line managers
- Monitor the progress of team activities and ensure they are implemented according to standards
- Implement complex systems and procedures in line with NRC policies, SOP’s and handbooks
- Assess, promote and document ideas for technical improvement
Specifically, you will;
- Support line managers and staff on implementation of NRC HR policies and procedures, ensuring compliance
- Oversee process and support staff on Contingent Workers recruitment, contracting, rotation and management
- Act as a focal point for the HR system (People) and ensure that the system is updated and accurate. Ensure HR database is also updated.
- Ensure that staff Entry and Exit Procedures/checklists are well established and implemented.
- Follow up and ensure proper implementation for NRC Terms of Employment and all related policies including leave, allowances and benefits and others.
- Ensure continuous filing of all related forms, templates, documents, and legal papers in their respective files as per filling tree guidelines (SSD).
- Edit, unify, and develop Job Descriptions for NRC positions following set guidelines, grading profile, and the applicable generic forms, and provide support and guidance to line managers. Support line managers in noncompliance of JDs.
- Prepare monthly reports related to payroll, performance management and HR metrics with regular update of staff database.
- Carry out recruitment activities including requesting positions, shortlisting qualified candidates, conducting interviews and reference checks and requesting job offers.
- Provide line managers and staff with support and technical expertise on recruitment, performance management, conflict resolution and duty of care principals, escalating to Country Office when appropriate.
- Ensure enrollment in NSSF and Insurance packages of all staff members with proper support in related inquiries.
- Promote NRC’s expected organisational behavior and culture among staff in terms trough awareness/induction sessions.
- Escalate all cases involving risk to NRC or NRC staff to Country Office without delay
- Regular visits to Sub Offices in Tuz and Ramadi (minimum monthly to each sub office)
QUALIFICATIONS
Professional competencies
- Experience from working as a Support Function Officer in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Working knowledge of English
- Fluency, written, speaking and reading, in Arabic
- Previous experience working in HR with an INGO an advantage
- Strong history of compliance to SOPs and regulations.
- Proven attention to detail
- Proven ability to coordinate with multiple departments
- Proactive in problem solving and removing bottlenecks
- Proven ability to share information, in a timely manner to relevant stakeholders
- Ability to travel and stay in Tuz and Ramadi sub offices regularly
