About the position

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the HR Technical Officer position is to provide core HR activities that support a quality service delivery to staff, across the spectrum of day-to-day HR activities. To work closely with the HR team on delivering various HR initiatives, including recruitment, on boarding, retention initiatives, performance management, employee relations, diversity and inclusion, talent management, and other support to key stakeholders in accordance with NRC’s HR policies and procedures and relevant donor guidelines.

Duties and responsibilities

Generic responsibilities

  • These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  • Ensure compliance with NRC policies, guidelines and standards.

  • Ensure compliance with HR function strategy, tools, handbooks, guidelines and standards.

  • HR responsibility for implementation of the support function.

  • HR responsibility for the quality control and monitoring of HR function activities.

  • Provide HR technical support and capacity building towards support staff.

  • Monitor the progress of team activities and ensure they are implemented according to standards.

  • Implement complex systems and procedures in line with NRC policies, SOP’s and handbooks.

  • Assess, promote and document ideas for technical improvement and further program development options.

    Specific responsibilities:

  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Follow up on insurance enrolment for staff and ensure that they are done as per signed agreements and NRC policies and procedures

  • Ensure adherence to national labor law in all HR processes and procedures.

  • Handle the full recruitment processes for national staff and contingent workers.

  • Carry out and follow up on the implementation of the on boarding and exit procedures for all national and international staff including if applicable clearance, final settlement and follow-up on the exit interview completion.

  • Follow up and update staff’s trackers such as work from home tracker, acting tracker, secondment tracker, child care tracker, maternity tracker, etc.

  • Prepare periodic HR reports such as HR indicators and HR monthly report.

  • Coordinate L&D activities with internal and external parties. Maintain updated curriculum database and training records.

  • Manages and tracks the development of training and revises current training to continuously improve learning and development experiences by integrating new methods, approaches and content.

  • In collaboration with Compliance and Finance, be the HR focal point for any audit or compliance requests.

  • Assist in training of NRC staff when needed.

  • Performs, under minimal supervision, the full range of HR support functions and act as HR Coordinator when required.

  • Ensure proper communication channels with Field HR are present and provide continuous support to field and HR Field staff.

  • Follow-up and keep HR database (staff and daily workers) and all trackers updated (Timesheets tracker, leaves tracker, contact list, organigram, and all additional employees’ personnel trackers) for Amman and field staff.

  • Identify areas for improvement and present ideas for change.

  • Any other related duties as required by the line manager.

Qualifications

Generic professional competencies for this position:

  • Minimum 2 years of experience working within a HR function(s) in a humanitarian/ recovery context at officer level

  • Previous experience from working in complex and volatile contexts

  • Relevant support function expertise

  • Documented results related to the position’s responsibilities

  • Fluency in English, both written and verbal

    Context/specific skills, knowledge and experience:

  • Bachelor’s degree in business administration, social studies or other related discipline

  • At least 4 years’ working experience in a similar role

  • Previous experience from working in complex and volatile contexts

  • Knowledge of HR functions (compensation & benefits, recruitment, training & development etc.)

  • Understanding of labor laws and disciplinary procedures

  • Proficiency in MS Office Suite (Word, Excel, PPT, Visio) as well as capacity to operate in databases including HRIS, etc.

  • Strong communication and interpersonal skills

  • Strong organisational and team work skills

  • Good cultural awareness and sensitivity

  • Highly approachable, trustworthy and confidential

  • Good diplomacy and negotiating skills

  • Critical thinker with constructive approach to problem solving

  • Fluency in Arabic and English, both written and verbal
