Purpose of the role
The responsibilities of the Safety and Security Office is to support the HSS Manager in Baghdad in the development, management and implementation of the Safety and Security measures needed to provide a safe working environment for NRC staff and visitors
** This role is open to national staff who hold Iraqi citizenship
What you will do
Implement NRC’s systems and procedures at office level
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
Prepare and submit reports and analysis
Ensure proper filing of all support documents
Support line managers in procedures and require support team training
Management of HSS staff
Provide anti-corruption, transparency and cost-efficiency focus in all processes
Work closely with the Access Unit in the DNGO to ensure timely Access letters and visas enabling project implementation
Specifically, you will;
Relationship building with key stakeholders to ensure credible information and intelligence can be gathered to inform decision making by the Area/Country office
Contribute to the development of the area security plans, collecting contributions from the field teams and submitting to the HSS Co and Area Manager for approval
Develop and operationalise SOPs and guidelines especially for communication equipment, vehicle use and safety stocks and supplies etc
Implement safety and security measures
Organise security and safety briefings and ongoing trainings for all new recruits, visitors and specialised trainings for drivers and guards
Systematically oversee, monitor and evaluate movements and conduct risk assessments to produce clear recommendations for travel
Attend relevant meetings – security and access and provide translation for non-native speakers
Engage with local security forces to exchange information, get updates on security threats and incidents
Professional competencies
Experience in working as a security officer in a humanitarian/recovery context
Previous experience in working in complex and volatile contexts
Fluent in Arabic, English and Kurdish is an advantage – written and spoken
Documented experience in security and operational planning
Proven experience in administration and some team management
Proven experience in cross-cultural awareness, community and relationships with professional agencies
Relevant higher education in social sciences, international development and/or security
Able to demonstrate high level of analytical skills
Excellent communication and IT skills
Emergency Medical training or up to date First Aid training is an asset
Knowledge of the context in in Iraq
Previous experience in a liaison or access position
Proven experience of planning and organisation
Proven ability to communicate and coordinate effectively
Proactive and self-motivated
What We Offer
Contract Duration: until 31 December, 2024 (our contract renewal cycle runs from January to December) the renewal depends on funds availability and performance. Duty Station: Baghdad- Iraq with 30% travel to different field locations in Iraq Health Insurance is provided to the staff and family (spouse and 3 children) Salary: G5/S1, According to NRC’s Iraq salary scale and terms and conditions.
