Overview

The Technical Director will support an anticipated five-year, multi-country, USAID-funded health system strengthening (HSS) project that will accelerate country efforts to achieve sustainable, equitable, and resilient health systems through locally-led, evidence-driven, and context-specific approaches to HSS. The primary goals of the project are to advance primary health care (PHC), accelerate progress toward universal health coverage (UHC), and improve health outcomes.

The position will be contribute to ensuring technically sound approaches of the project for achieving the key result areas that include equitable and increased access to and use of quality health services that are responsive to population health needs; strengthened leadership and governance, and management to improve health system performance; and improved HSS learning and data and evidence generation, synthesis and utilization to strengthen health system policies and practice.

The Technical Director will provide strategic direction and technical oversight for the project, and proactively engage with a broad range of experts and partners, to advance integrated HSS programming globally. The Technical Director will be based in one of Jhpiego’s country-based offices in the US, sub-Saharan Africa or Asia, and international travel will be required. This position is contingent upon award and annual funding from USAID.

Responsibilities

  • Provide technical leadership and strategic guidance and direction to ensure integrated HSS thinking across result areas, that applies evidence-based approaches;
  • Advance adaptive management approaches and utilization of data to guide integrated programming approaches;
  • Provide technical leadership to the development the global and country work plans and reports to ensure high quality programming and generation of results and learning;
  • Ensure the project is technically sound, evidence-based and responsive to the needs of national and global partners, stakeholders and donor;
  • Ensures coordinated and quality provision of technical assistance to programs, including drawing upon global data and trends to identify strategic opportunities, identifying needed shifts in technical approaches and implementation and by identifying opportunities to fill critical knowledge gaps;
  • Develop and maintain strong working relationships with country governments, USAID Washington and Missions, local implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort;
  • Identify and engage experts and partners continually to respond to immediate and emerging needs from countries;
  • Help advance strategies to sustain locally led approaches for improved HSS practices;
  • Represent the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations;
  • Actively participate in relevant technical advisory/working groups and professional forums to advance learning around HSS;
  • Identifies and actively seeks opportunities to integrate priorities across programs and works with country colleagues to operationalize contextualized strategic objectives and activities;
  • Develops and grows excellent professional relationships with colleagues, counterparts, and donors worldwide to maximize Jhpiego’s impact.

Required Qualifications

  • Advanced degree in public health, international development, or a related field;
  • 10 years’ experience in global public health and development, including demonstrated success in senior-level technical relevant positions with large and complex projects that have a focus on applied HSS;
  • Experience designing and leading organizational capacity development activities for donor-funded projects in the field of public health;
  • At least 5 years’ experience in HSS activity design and implementation across LMIC contexts;
  • In-country experience implementing large and complete HSS programs in LMICs, preferably;
  • Experience implementing USAID programs, ideally in more than one country;
  • Demonstrated record of technical leadership in integrated HSS and current understanding of the HSS evidence base;
  • Strong working familiarity with USAID regulations and policies. Understanding of USG localization policies and tools;
  • Strong technical and programmatic background and familiarity with global initiatives, partners, and historical trends in pandemic response and global health security;
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out;
  • Experience recruiting and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs;
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID Bureau of Global Health, USAID missions, host-country counterparts and NGOs and CSOs;
  • Expertise in research to practice – identifying and adapting best practices in capacity building to specific project contexts;
  • Excellent skills in facilitation, team building, and coordination;
  • Excellent verbal, written interpersonal and presentation skills in English is required;
  • Experience and ability to coach, mentor and develop technical capacity in regional and national projects and technical staff.
  • Ability to travel (30% or more)

Preferred Qualifications

  • Proficient in additional language (French, Portuguese) preferred.
