The position of Human Resource Assistant is assigned to the Reward, HR, and Health Services Division (BPRS) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and senior National Staff.

Your Role

  • As a Human Resource Assistant, you will provide support in BPRS to ensure the quality of benefits and services for ADB staff.

You will:

Support to Benefits and Services Administration

  • Assist in providing administrative support in developing, implementing, reviewing and managing the various benefits and services handled by BPRS.
  • Assist in collating, extracting, and analyzing specialized data or information from various a variety of sources to produce reports and summaries.
  • Assist in processing entitlements and claims, especially including the more complicated or special cases, to ensure conformity compliance with ADB policies and procedures in relevant work area, including:
  • Checking and ensuring accuracy and consistency of applications/claims;
  • Recommending approval by senior National Staff and/or Specialist; and
  • Liaising/coordinating with internal (Controller’s Department, Treasury Department, Corporate Services Department and Information Technology Department) and external contacts (appraisers, credit investigators, duty station schools, real estate brokers, insurers, comparators, etc.)
  • Provide support in the administration and guidance to staff on end of probation performance reviews, fixed term administration, clearance of former staff to be engaged as consultants, employment verification, and certifications.
  • Provide guidance to other staff on interpretation/application of relevant policies, as needed.

Office Administration

  • Proactively manage supervisors’ calendars/schedules, including exercising judgment in organizing the scheduling, and accepting of supervisors’ meetings.
  • Organize mission travel, including forward planning, by reviewing and recommending appropriate flight options, planning mission itinerary, including transport and hotel accommodation, preparing meeting schedules, inputting mission authorization requests and travel requests, and timely processing of expense claims.
  • Review all incoming documents and mail in a timely manner and distribute to concerned staff and/or bring to the attention of supervisors, as necessary.
  • Relieve other Assistants when they are absent, as required.
  • Perform other tasks as assigned and reflected in the incumbent’s work plan.

Qualifications

You will need:

  • Bachelor’s degree, preferably in Management, Business Administration or Science, or other related fields.
  • At least 5 years of relevant professional experience (e.g. HR, insurance and health services, other employee benefits, systems, HR analytics, etc.).
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
  • Able to conduct cost-benefit analysis to support decision-making
  • Able to set priorities for self and junior team members
  • Excellent written and verbal communication skills in English.
  • Proficient in spreadsheets and required information technologies. Effective presentation skills
  • Able to provide guidance to other administrative staff on assigned area of work
  • Able to liaise and work effectively with colleagues throughout ADB and external contacts, as required.
  • Able to work collaboratively with teams as a constructive team member
