Human Resource Manager, Asylum Reception and Case Management

Background:

Beginning in January 2024, the IRC will provide transitional case management services to asylum seekers in New York City under a contract with New York City’s Health & Hospitals (H+H). In 2022, in response to an increase in asylum seekers arriving in New York after having recently arrived via the southern US border, H+H launched several Humanitarian Emergency Response and Relief Centers (HERRCs) to provide humanitarian reception and supportive services to asylum seekers while they stabilize and organize plans to reach their final destination.

The IRC believes that coordinated, client-centered humanitarian reception can serve as a gateway to a safe and dignified asylum system in the US. With this new program, IRC staff will work with families in HERRC facilities to identify strategies to remove barriers to stability, facilitate safe connections to US ties and communities, and provide basic information on the immigration process to ensure they understand their rights and have access to available legal services in the community, provide referrals to legal and social services in final destinations, and provide more intensive case management for families and individuals with heightened needs. We will leverage our strong infrastructure and technical and emergency expertise to ramp up transitional case management capacity while coordinating closely with agencies providing legal and social services to asylum seekers in New York City (the City).

The IRC will also implement an innovative model to support asylum seekers interested in relocating by leveraging its proven and award-winning virtual case management model and infrastructure. Through this model, trained case managers will provide virtual navigation of resources and information for asylum seekers interested and willing to relocate outside of the City. These virtual services will include cash assistance, guidance on navigating the new community of resettlement, and ongoing virtual case management, including referrals to legal service providers and community-based organizations for up to five months post-resettlement. This virtual case management model endeavors to empower asylum-seekers who wish to resettle outside of the City but lack the resources, information, and support network needed to make the move.

Job Overview/Summary:

The Human Resources Manager oversees and implements human resources activities, providing a spectrum of services from tactical to strategic. The HR Manager is expected to contribute to strategic direction setting and operational problem solving through their areas of professional expertise. The HR Manager engages with regional and global colleagues to ensure compliance with all organization-wide policies and procedures and leads local labor law compliance efforts. This position is based in New York, NY. Work will be carried out in multiple physical environments, including IRC’s office, HERRC sites, and remotely.

Major Responsibilities

Provide support and drive progress of key bodies of work within a broad range of people management topics:

  • IRC Way: model, promote and uphold a culture of values as reflected in our code of conduct, The IRC Way: Standards for Professional Conduct – Integrity, Service, Accountability, and Equality.
  • HR Knowledge: serve as a reliable source of HR policies, practices, and processes in response to employee and/or supervisor requests, ensuring compliance with internal and external standards and applicable labor laws, including state- and city-specific labor law. Support the development and refinement of key HR lifecycle processes as needed.
  • Leadership: Manage a team in accordance with IRC’s People Manager Standards.
  • Employee Relations: facilitate resolution of escalated issues related to basic employee welfare needs regarding benefits, payroll, HRIS, Leaves of Absence, and general employee questions.
  • Employee Relations: lead intake, make recommendations, and support resolution of sensitive employee relations matters and workplace investigations.
  • Talent Acquisition: In conjunction with hiring managers, responsible for overseeing all aspects of recruitment processes including job description development, job postings, review of resumes, interviewing, reference checks, background checks, and job offers.
    • Provide onboarding of new staff, with the goal to ensure new hire and orientation practices are implemented in accordance with IRC standards.
  • Talent Management: participate in core talent activities as relevant and become proficient in delivering select training and development seminars.
    • Lead the development of a local talent-development strategy and oversee implementation.
  • Employee Exits: monitor and intervene as necessary to ensure IRC standards are met for separation forms, exit paperwork, and exit surveys.
  • HR Administration: Manage and maintain electronic office personnel records of employees and prepare paperwork with supporting documentation for all Workday transactions to include new hires, staff transfers, supervisory changes, separations, etc.
    • Manage the background check procedures for staff, and independent contractors.
  • Other duties as assigned.

Working Environment:

  • A combination of standard office environment, onsite at HERRC locations, and remote work.
  • May require occasional weekend and/or evening work.

Job Requirements

Education:

  • Bachelor’s degree, preferably in Human Resources or Business Administration; or equivalent experience. Master’s degree in human resources management a plus.

Work Experience:

  • Minimum 3 years progressively responsible Human Resources experience.
  • Strong working knowledge of at least one human resources discipline including: employee relations, compensation and benefits, performance management, learning and development, organizational development, etc.
  • SHRM-CP or related certification preferred.
  • Prior experience leading workplace investigations and supporting the resolution of employee relations matters strongly preferred
  • Experience in a large, matrixed organization a plus

Demonstrated Skills and Competencies:

  • Foundational knowledge of HR concepts, including Federal, State, and City employment laws
  • Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.
  • Excellent written and verbal communication skills.
  • Highly learning agile: capable to adapt quickly to change and apply new information and skills to work duties.
  • Self-motivated to plan, prioritize and problem solve independently.
  • Ability to build and foster effective and positive working relationship with colleagues and maintain confidentiality to the highest degree.
  • Proficient in MS Word, Excel, and PowerPoint; experience in Workday and applicant tracking systems a plus
  • Facilitation, Change Management and/or Project Management experience a plus.
  • Experience successfully working in a multicultural environment.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
